DPC wishes to establish a Framework for Environmental Consultancy Services for Dublin Port Estate and other lands in DPC control. The requirements under this Framework will be to undertake environmental management, assessment, reporting and monitoring of all capital work projects. The primary environmental elements required within this service provision include, but not limited to, the following: disposable and recoverable waste noise and vibration (and underwater noise) air quality water quality, modelling and hydrology including emissions from recovered stabilised sediments contamination – testing of sediments (terrestrial, intertidal, and subtidal) and stabilisation design of contaminated dredged sediments birds flora and invasive species mammals (including, terrestrial, bats, cetaceans, and seals) population and human health; and archaeological and heritage. DPC is seeking only those candidates capable of delivering all of the services listed above, whether in-house or as a grouping/consortium. Applications relating to only one, or several of these environmental elements, will be rejected.

Below is a list of services which may be required under the Framework: Core Services Planning application preparation and co-ordination for DPC; Assess sites from a planning perspective; Appraise sites for potential DPC site acquisitions; Advise on overall planning strategy; Advise on land use planning and zoning issues; Assist Lead Designer in finalisation of site master planning for particular projects; Prepare and co-ordinate Strategic Infrastructure Development applications to An Bord Pleanála; Represent DPC in pre-application meetings and consultations with planning authorities; Advise and co-ordinate planning appeals; Provide expert advice at An Bord Pleanála oral hearings; Manage and co-ordinate Environmental Impact Assessment Reports; Coordinate and prepare Appropriate Assessments, Natura Impact Statements under EU Habitats Directive; Manage and co-ordinate traffic management surveys, traffic impact assessments, and mobility management plans; Development contribution assessment and negotiation; Make submissions on behalf of DPC to appropriate bodies in connection with Local Area Development Plans, Dublin City Development Plan, Regional Planning Guidelines for the Greater Dublin Area, National Strategy, national maritime strategy etc. Liaise and represent DPC, where appropriate, with An Bord Pleanála or other bodies re Compulsory Purchase Orders; Advise DPC in relation to planning aspects of proposed Compulsory Purchase Orders against DPC; Liaise with Statutory Bodies as required; In the event that DPC becomes a notified party to a planning application, represent DPC in observations on such an application; Manage and co-ordinate specialist environmental and heritage sub-consultants, as required, in relation to other tasks in this list of services. e.g. arborists, ornithologists, archaeologists etc. Assist in the revision of the Masterplan and its integration with Dublin City Development Plan; and Prepare Strategic Environmental Assessment if required on the Masterplan.
