The specific objectives of this contract are i) to undertake the EMBAL field survey in all EU Member States in 2028 and 2029, and ii) to analyse the collected data. The contract will survey at least 4500 sites in each year (i.e. undertake at least 9 000 site-surveys across the two years), strictly following the EMBAL survey protocol and technical guidelines as prepared and executed in the EMBAL survey 2022/2023. TASKS: 1) Preparation of the field survey (including sampling strategy and design, pre-processing of monitoring sites, selection and recruitment of surveyors, material and equipment, digitised data workflow, helpdesk, quality control and contingency planning); 2) Execution of the field survey; 3) Data post-processing; 4) Data analysis; 5) Organisation of a conference to present the results. Conducted in close partnership with the Ministry of Water and Energy of Ethiopia and Addis Ababa University, the survey aims to improve understanding of the Basin’s hydrogeological settings under different geological and environmental conditions. The contractor must collect high-resolution TEM and magnetic data, capable of imaging layers as thin as 3 meters near the surface and achieving penetration depths of up to 500 meters, while meeting strict technical, calibration, safety, and data-delivery requirements. The objective of the market survey is to gain better insight into the market and input from suppliers on what systems are available, what can be delivered and how such services can normally be introduced. The market survey is not a competition and the contracting authority is not requesting tenders at this point in time. Participation in the market survey gives no rights or advantages in any later procurement. 2. Provisional need The contracting authority would like input on digital systems that can monitor technical components in nurseries by using sensors, audio analysis, vibration analysis or other relevant measurement parameters. The analysis shall be carried out by KI or ML and it shall automatically alarm in the event of deviations and errors. The system is particularly relevant for: * ventilation aggregates * engines * Fans * Pumps * other relevant technical components The aim of any system is to uncover abnormal operations, errors or wear at an early stage, so that the contracting authority can carry out more targeted and preventive maintenance. These installations are subdivided in the following sections: 1. Technical installations; HVAC, including plumbing, sanitary installations, drainage, water and gas supply; and electricity (HV and LV), lighting, emergency lighting, emergency generators, lightning protection, distribution boards, UPS’s equipotential connections and earthing; 2. Building elements (access, doors, windows, locks, outer walls, external carpentry, wall covering, flooring, ceiling, roof and parking area, gutters,…). These installations are located on the JRC-Geel site. The site has a surface of 38 hectares and contains approximately 20 buildings. Some of the installations are located in controlled areas for radiation protection purposes. This implies that staff working in these areas (including monitoring activities as described here) will need prior approval by a recognised company doctor. All these tasks in the controlled area are also subject to security clearance. The contractor shall foresee the relevant clearances for itself and all subcontractors (if any) that will require access to these areas. In order to audit the performance of the maintenance, as well as to have an objective evaluation of the status of the installations, JRC-Geel wishes to have the status of the technical installations monitored periodically by an independent contractor.
