The aim of the hearing is to identify the market ́s possibilities and recommendations as regards the county ́s needs and expectations, as well as what systems and possibilities are available to safeguard environmental considerations in an appropriate and competitive manner. At the same time, the hearing replies will help avoid cancelling the competition due to poor need coverage, or rejection of tenderers due to too stringent requirements. Troms County would like relevant tenderers' tenderers to see the attached draft of requirement specifications, qualification requirements and contract terms. Particular input is wanted regarding whether the requirements are relevant and/or if some of the requirements seem competitive, as well as the tenderer's input on, among other things, the choice of price model, the possibility of offering organic products, fresh meat and fish and local food, as well as emission-free transport. Tenderers are also invited to share all relevant experiences, proposals and assessments that can contribute to a good tender documentation and a future orientated contract. Emphasis is put on the fact that tenderers shall not fill in the attached draft of documents, but give feedback on the questions that have been formulated in the question tab. At the expiry of the hearing deadline, we will review all inputs and assess what is appropriate to include in the final documents. The inputs will be treated confidentially and not visualised for other suppliers. The Contracting Authority is not obliged to comply with the input and emphasises that the documents are to be seen as provisional drafts. Please note that Troms County does not reimburse any costs for participation in the hearing. Please note that tenderers who participate in the market dialogue can be contacted afterwards if the contracting authority needs clarification or further information. The municipalities currently have a framework agreement for the hire of a communication system for the municipalities ́ locations, which expires 31.12.26. The new contract will result in changes to an ongoing contract. Relevant services to include can be hire of lines, based on black fibre, possibly hire of capacity as needed, network design, operation and security services, as well as an option to put away services connected to network operation of the municipalities ́ locations individually or together. The procurement will include two sub-contracts: Zone 1: Drammen North Norway ́s extent is estimated to: approx. 267,245 m² lawn, 73,164 m² grass hill, 6,440 bushes and approx. 902 trees, in addition to perennials, roses etc. Zone 2: Drammen SørForeløpig extent is estimated to: approx. 328 409 m² lawn, 190,408 m² grass hill, 7,444 bushes and approx. 1,252 trees, In addition to perennials, roses etc., the framework agreements concern contractor services connected to the care of different types of green areas for park management. The contracts will include fixed management assignments throughout the year, in addition to calculation works. The agreements will have a duration of approx. 5 years, including options. The provisional estimated contract value is: Drammen Sør: approx. NOK 6.5-8.5 million excluding VAT per year The limit North: approx. NOK 8.5-10.5 million excluding VAT per year Drammen municipality emphasises that this is provisional information and that changes in the final tender documentation and announcement can occur. Drammen municipality would like input from the market before the competition. The aim is to ensure that the competition is best adapted to the market in a way that makes it attractive and easy to participate in for as many suppliers as possible. At the same time, the municipality wants to ensure that the contract is designed in an efficient manner that safeguards the users ́needs.
