Provision of services to support economic modelling of climate change and energy policies: Modelling of non-CO2 greenhouse gases, air pollutants, and LULUCF offsets
The European Green Deal is the roadmap for making the EU’s economy sustainable. It is a set of policy initiatives with the overarching aim of making Europe climate neutral by 2050. The "Economics of Climate Change, Energy and Transport" Unit (JRC.C.6) of the Joint Research Centre supports the European Commission’s European Green Deal by performing economics-based research in several areas related to energy and climate change. This work includes the development of a reference toolset of economic models and the completion of associated research activities to improve the models' reliability and robustness. The JRC.C.6 Unit is based in Seville, Spain. JRC.C.6 is seeking to strengthen its socio-economic research and modelling capabilities by expanding its coverage of modelling areas and by updating and improving its existing models and toolsets. The unit JRC.C.6 maintains, develops and applies a number of quantitative tools to analyse the impact of different policies on the energy demand and supply sectors, as well as tools for macro-economic modelling. This toolset comprises the EU and global partial equilibrium models POTEnCIA and POLES including their corresponding databases (notably JRC-IDEES), and the global general equilibrium model JRC-GEM-E3. All these tools are able to provide model output in terms of CO2 emissions. The comprehensive modelling of climate change mitigation scenarios requires additional information as regards non-CO2 greenhouse gas emissions as well as on emissions and sinks related to land use, land use change and forestry offsets (LULUCF). Besides, climate action can have important co[1]benefits in terms of reduced emissions of air pollutants and of improved air quality. Green Hydrogen Investments in India
GIZ provides consultancy to its partners through a wide array of methods. Most importantly, GIZ develops and implements solutions together with partners through close cooperation and process advisory. The project "Green Hydrogen Investments" (GH2I), implemented under the Indo-German Bilateral Development Cooperation by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and Ministry of New and Renewable Energy India (MNRE), contributes to a sustainable and inclusive energy transition towards climate neutrality by improving the policy, institutional and technical requirements for the use of green hydrogen in India"s hard-to-abate sectors. The goal of this specific tender is to support GIZ and its partners in achieving these goals. Green hydrogen is particularly important for energy-intensive industrial sectors, such as the iron, e-SAF and fertilizer industry among others, which cannot be efficiently and cost-effectively decarbonized with purely electricity-based technologies. The objective of the tender is to provide high-quality advisory services, ad hoc studies and policy and regulatory instrument proposals and designs in the context of gH2 in hard-to-abate sectors in India based on international experience. The contract offers support through studies in the space of green ports, green iron and steel, e-SAF and green public procurement. Supply, Installation and maintenance of a PEM Electrolyser for Hydrogen Production at JRC Ispra
The procurement entails the design, manufacturing, delivery, installation, and commissioning of a Proton Exchange Membrane (PEM) electrolysis system for hydrogen production at the JRC Ispra site. The core of the system is a 50 Nm3/h electrolyser (which must be upgradable to 100 Nm3/h) that delivers hydrogen at an outlet pressure of 30 barg. The main equipment will be delivered in a containerized/skid version divided into three specific areas: a control panel area with the AC/DC converter, a water purification unit, and an ATEX-classified area containing the stacks and gas purification treatment. In addition to the containerized unit, the scope of supply includes several external components: - An MV/LV transformer - A thermal management system (dry cooler) - A low-pressure hydrogen storage system consisting of a cylinder rack at 30 bar with a total volume of 5 m3 - A gas blender installed on the outlet piping after the storage Finally, the procurement includes a comprehensive service package covering the Factory Acceptance Test (FAT), Site Acceptance Test (SAT), ATEX verification, staff training, two years of spare parts, and a 3-year maintenance contract. Reason for Purchasing The primary objective of this procurement is to produce green hydrogen by harnessing the renewable energy generated from the JRC Ispra site's internal photovoltaic (PV) plant. Currently, the site has a 1.35 MWp PV installation, which is planned to be expanded to 2 MWp and eventually 3 MWp in the future. Instead of using battery systems, the JRC intends to use the excess energy from this PV plant to power the electrolyser for self-consumption. The hydrogen produced will then be blended into the natural gas pipeline (up to a 10% volume blend) to feed the site's co-generators. Expert Pools for the Global Gateway (GG) Investment Climate Reform (ICR) Facility
Developing and emerging countries face major challenges in transforming their economies along sustainable paths. Investments are central to this transformation and to fostering sustainable economic growth, but attracting high-quality, long-term capital requires a supportive, business-friendly environment. To help close the global EUR13 trillion investment gap by 2040, the EU launched the Global Gateway (GG), aiming to mobilize up to EUR300 billion for sustainable, high-impact projects. The GG strategy includes large-scale infrastructure investments measures, as well as measures that address the investment climate and the general enabling environment for economic growth. The Global Gateway (GG) Investment Climate Reform (ICR) Facility is implemented by GIZ (lead), Expertise France, and SNV. It supports EU partner countries in implementing reforms that unlock private investment and foster sustainable growth. This way, the GG ICR Facility also creates opportunities for the EU Member States" private sector to invest and remain competitive.
