Below is a summary of the work to be performed: The assignment will support the ongoing revision of Albania's Law on Tourism by translating evidence and recommendations from the Korçë Short-Term Rental (STR) Formalization Pilot into focused legislative and regulatory proposals. The external collaborator will review the legal framework governing tourism and STR accommodation, analyse the pilot's Rapid Regulatory Impact Assessment, Gap Analysis, Policy Discussion Paper and related findings, and review selected international and regional practices. The expert will identify key legal gaps and harmonization needs across tourism, business registration and taxation; prepare a concise legislative options note; draft amendments to the Law on Tourism and recommendations for related secondary legislation; prepare a legislative matrix, legal rationale and implementation considerations; support technical consultations with relevant stakeholders; and finalize the legislative recommendations. These country briefs are produced and annually updated twice and would require legal review and validation after each update. The country briefs cover labour regulations that govern private sector workers and domestic workers, as well as all social protection entitlements migrant workers, including domestic migrant workers, are legally available to them. The lawyer will be expected to apply a desk-based legal review of the briefs and to ensure the original Arabic legal text are accurately interpreted and reflected in the English of these briefs. The selected lawyer will undertake the following tasks: A.
