External legal advice is required to support the Department of Enterprise, Tourism and Employment (DETE) on the early-stage implementation of LEAP (Low Emissions, Accelerated Planning) during 2026-27. The successful tenderer will provide legal advice on establishing a plan-led approach to energy intensive industrial development, including preparation of a National Planning Statement (NPS) for green energy parks under the Planning and Development Act 2024. This involves coordinating with Government departments, establishing a technical working group, and engaging with industry, renewables sector, planning system stakeholders, and public participation processes.
