The aim of the procurement is to enter into a framework agreement with a tenderer who shall assist the joint ministries with services within visual communication and entire processes from concept development to the execution of major assignments. The agreement shall cover the contracting authority ́s need for services that include i.a. information and information campaigns to the general public. The need for services that shall be covered by the framework agreement will vary, complexity and duration and can include both advice, concept development, design, production, publication, operation and evaluation. The chosen tenderer shall have competence and sufficient capacity to provide services in all the service areas described in annex 1 of the contract. The chosen tenderer shall be able to handle assignments within visual communication and major concepts to several entities simultaneously, i.e. providing services to several entities in the joint ministries at the same time.

Departementenes sikkerhets- og serviceorganisasjonOsloThe Norwegian Government Security and Service Organisation (DSS) shall procure a digital HR handbook ("Software as a service") for the joint ministries. The solution is required to include a handbook that separates information that is directed at each employee (personnel handbook) in a part and a separate part that is directed at managers (management handbook). The agreement shall include an option for a HSE handbook as well as an empty handbook that can be completely filled by the contracting authority if needed. The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT.
