Ziel ist die Implementierung, Bereitstellung und Wartung einer Software/IT-Lösung, die auf Basis von Panel-Rekrutierungsbedarfen und eingereichten Anträgen Listen potenzieller Experten mit geeigneten Qualifikationsprofilen erstellt. Etwa 35.000 Experten werden jährlich ausgewählt. Der Dienst soll die Effizienz und Effektivität des Identifikationsprozesses verbessern.
