NDMA intends to conclude a framework agreement with Dental Sør AS for service and maintenance of Norwegian Defence dental equipment without competition, as only this supplier has access to correct spare parts and required competence. Market survey confirmed no alternative suppliers exist, meeting procurement exemption criteria under FOA § 13-4(b) no. 2.
