The police need to increase their competence within the use of data and technology and therefore want access to relevant competence measures and participation in professional networks with high competence with an option for apprentices and sharing. The police would also like to be able to influence central decision makers within the digitalisation area. A membership agreement in Digital Norway will cover these needs. The police therefore intend to enter into a member agreement with Toppindustrisenteret AS for membership in Digital Norway with access to the services involved.

Oslo Universitetssykehus HF (hovedenhet)OSLOOslo University Hospital, the Institute for Surgical Research, intends to procure a MyoClamp system for measuring and analysing calcium dynamics, power development and mechanical work in thin heart muscle preparations (Living Myocardial Slices, LMS). The procurement will be carried out without a competition pursuant to PPR § 13-4 (2), as a competition according to the contracting authority ́s assessment is not possible due to technical reasons. Based on available market information and professional assessments, the Contracting Authority has not identified other suppliers who can offer a solution that combines simultaneous measurements of calcium dynamics and contractile power with force-clamp functionality, work-loop protocols, integrated analysis of power-length ratios and optical measurements of sarcoma length in one combined system. Alternative solutions only cover parts of the need or lack central functionality. The contracting authority therefore considers that the terms for the procurement without competition are fulfilled. The terms in PPR § 13-4 (2) are therefore considered met. The procurement will be assessed as a procurement without a competition pursuant to the procurement regulations § 5-2 first section letter a, as the procurement, according to the contracting authority ́s assessment, can only be made with one specific supplier in the market. The need concerns a ready established SaaS/web based content service with medical quality assured radiology content, structured diagnostic support, differential diagnostics and a comprehensive case and picture library across radiological disciplines and modalities. The procurement does not apply to a general learning platform, course platform or technical portal, but to complete clinical radiological decision support content that can be used immediately without customer driven content production, quality assurance and management. Helse Nord has carried out a market survey, including RFI and dialogue with radiological environments. Identified alternatives are wetting among different LMS/platform systems. These systems do not currently appear as functionally equivalent substitutes, as they do not document finished medical quality assured radiological decision support content to the necessary extent and quality. Based on the market survey (RFI) and the substitute evaluation, Helse Nord ́s assessment is that STATdx from Elsevier is the only identified system that fulfils the necessary and proportional minimum requirements for the limited service at the current time.
