UN SecretariatKenyaDeadline: Sep 01The United Nations invites qualified insurance brokerage firms to submit an Expression of Interest (EOI) for the provision of Insurance Broker Services for the UNs Global Marine Cargo Insurance Program. The initial contract term will be three (3) years, with the possibility of two (2) optional extensions of two (2) years each, for a maximum duration of seven (7) years. A detailed Scope of Work will be provided under the Request for Proposal (RFP) document to the vendors that meet the pre-qualification requirements stated below. Specific Requirements/Information Interested firms must meet the following prequalification criteria in order to be considered for participation in the RFP: 1. Vendor must have at least five (5) years of relevant experience, e.g. technical expertise with Cargo/Marine Cargo insurance policy lines. The experience must be documented and pertain to activities and services directly related to the insurance requirement outlined. 2. Vendor must have at least three organizational clients with over US$100 million of annual international cargo movement and freight operations involving the movement of various Cargo across multiple countries and regions. 3. Vendor must have a minimum of ten (10) offices on at least four (4) continents with worldwide cargo insurance experience. EOIs must be accompanied by all required supporting documentation. Its objective is to increase the capacity of the public bus system by improving the speeds, reliability and punctuality of buses by providing bus lanes and other measures to prioritise the movement of buses over general traffic movements and to increase cycling capacity through the provision of safe cycle infrastructure, where feasible separated from general traffic. The project includes the construction of approximately 230km of designated bus lanes and 200km of cycle tracks in 12 separate Schemes across five local authority areas. Currently active in 39 countries, the Insurance and Risk Finance team is working with over 100 public and private partners, facilitating tailored financial protection solutions for the public sector, households, smallholder farmers, small businesses and nature. The team is creating the right environment for sovereign, sub-sovereign and inclusive insurance solutions to scale, working with governments to develop supportive insurance regulations and policies, and building the capacity of local industry to develop inclusive products, services and distribution channels. The insurance and risk finance work contributes to the Sustainable Finance Hub’s public, private and global policy portfolios, with the team also providing technical assistance to help governments integrate risk finance and insurance into all aspects of public financial planning and management.A core component of the IRFF’s work is the implementation of the Tripartite Agreement - a flagship partnership between UNDP, the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Insurance Development Forum (IDF). Under this agreement, UNDP supports governments in developing and operationalising sovereign and sub-sovereign risk finance solutions, and in building the policy, legislative, and regulatory foundations that embed these solutions within national systems and enable their long-term sustainability. Across a growing portfolio of countries, UNDP serves as the trusted convenor linking governments with global insurers, working to ensure risk finance becomes a routine feature of national financial planning and public financial management.The objective of this assignment is to provide technical advisory services to support UNDPs risk finance workstream in 2026 – 2027. The assignment is organised around two components: technical advisory and peer-to-peer learning. Component 1: Technical Advisory on Risk FinanceProvide targeted advisory support to accompany national and subnational governments through the technical, policy, regulatory, governance, financing and institutional dimensions of risk finance. Assist the development and implementation of risk financing solutions both on the supply (the insurance industry) and demand (national and subnational governments) perspective to enhance sustainability and scaling up.
