Provision of Services for Electrical Maintenance Repair and Callout to 3 Landfill Sites and Leachate Infrastructure Maintenance in County Louth
Louth County Council has three closed landfills which are under licence by the EPA. At site Number 1-Whiteriver landfill, there are seven side slope risers each with a leachate submersible pump and level sensor. The depth of these pumps varies from between 30 and 80 metres. The Council as part of licence conditions are required to maintain a level below 1 metre in depth in each side slope riser sump. The lagoon level is required to be below 1.90 metres. All side slope risers and lagoons are linked by level sensors, programmable logic controllers and underground wiring to a scada system. The site is supplied by single and three phase supply. At this site there are several buildings including a weighbridge, internal and external WC, office, store, canteen, engine compound WC, engine compound switch room and engine compound store/office. Each building has lighting circuits and power outlet sockets (note no power outlet sockets in WC’s). In addition, there are several external lighting circuits, hot water boilers, fixed heaters and groundwater pumps. There are seven external control panels associated with the side slope risers and a number of external control panels associated with the aeration unit, surface water lagoon, generator switch over point, electrical kiosks. There are also several internal control panels in the office, weighbridge and engine compound rooms. At site Number 2- Drogheda landfill, there are two sumps used for pumping sewage and surface water. Both have a duty and standby pumps and associated control panels. At the flare compound there are electrical sockets and electrical panel which operates an air compressor. At site Number 3-Dundalk landfill there is one sump with a duty and standby pump plus associated control panel which pumps to the sewer. All sites will require one full electrical test during the duration of the contract and testing of RCBO’s every six months. Ropes and chains are tested every six months. The contract may require the isolation of pumps and the lifting of pumps at Drogheda and Dundalk every six months to facilitate testing and may require chain replacement. - Avfall Sør ASKRISTIANSAND SDeadline: Aug 24
The collection, transportation and treatment of bio waste.
The Contracting Authority Avfall Sør Husholdning AS is a part of Avfall Sør konsern, which is owned 100% by Kristiansand and Vennesla municipalities in Agder. The company provides waste and sanitation services to all inhabitants in the owner municipalities and serves approx. 55,500 residential units with dunk sanitation, 5,000 residential units with buried systems and 3,700 cabin subscribers. In addition, the company operates three recycling stations and a large waste facility at Støleheia with various treatment activities such as sorting, composting, tiling and depositing. Avfall Sør Husholdning AS is the contracting authority for this competition. Read more about Avfall Sør at: www.avfallsor.no Background Avfall Sør Husholdning AS is currently collecting food and bio waste from households in the owner municipalities. The waste is transported to Støleheia, where it is composted in a separate facility. The finished compost is to be refined to soil products that are traded for various purpose. From 1 September the new supplier will take over the collection of household waste on behalf of the contracting authority. The collection routes are thus altered and the collection frequency for food and bio-waste is changed from weekly to collection every two weeks. The change is a part of Avfall Sør ́s work with increasing the sorting of food and bio waste. Analyses show that there are still significant amounts of food waste in the residue waste, and the aim is to move a greater share of this to the bio-waste scheme. At the same time, garden and park waste makes up a significant part of the total amount of bio-waste. In 2025, this fraction accounted for about 20 percent of the total tonnage. Avfall Sør also handles municipal commercial waste on behalf of the owner municipalities. This waste flow is mainly equivalent to composition and quality as bio-waste from households, but normally contains a lower portion of garden and park waste. The new manure products regulation, which came into force in 2025, sets strict requirements for businesses that produce natural fertiliser products of organic origin. Amongst other things, the requirements for quality assurance, documentation, traceability, internal control and product responsibility have been strengthened. Fulfilment of these requirements would require considerable investments in infrastructure, process installations, quality systems and further development of the composting facility. After a combined assessment of investment needs, operational finances, regulation requirements and future treatment systems, Avfall Sør Husholdning AS has therefore decided to discontinue separate composting of bio waste. Instead, the collection, transport and treatment of the bio-waste will be outsourced so that the waste can be treated at an external facility with the necessary capacity and competence to meet the current requirements. This solution is considered the most cost efficient and robust in the long term, while ensuring that bio-waste is treated in accordance with current regulations and can be utilised as a valuable circular resource. Description of the assignment The contracting authority needs a robust and environmentally responsible system for handling bio-waste (food and garden/park), from households and business customers. The procurement shall ensure continuity in the receipt, transport and treatment of waste, and contribute to the waste being used as a resource through material recovery and/or energy recovery. The aim of the procurement is to establish a contract with a tenderer who can safeguard the entire value chain from collection at the contracting authority ́s waste facility at Støleheia, until final treatment. The system shall support the contracting authority ́s work on sustainable waste management in the region around Kristiansand and contribute to predictable operation in the contract period. The procurement is particularly important in order to ensure sufficient treatment capacity, stable logistics and a system that fulfils the current environmental requirements as well as requirements for proper handling of the bio waste. The contracting authority may also receive and process bio-waste from both households and commercial customers on behalf of other municipalities in the region around us. Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. The Norwegian Public Roads Administration invites tenderers to a competition for the establishment, operation and maintenance of a 24 hour resting place for heavy transport along the E6 on the Oslo – Moss stretch. The contracting authority needs approx. 150 placement places on the stretch. It may be necessary to enter into a contract with several tenderers and/or divide the procurement into different sub-contracts. Each individual 24 hour resting place shall as a minimum have parking places for 20 wagon trains and shall include a service facility with toilets, showers and charging stations. Otherwise, the 24 hour resting place shall fulfil the shall-requirements listed in point 3.2. The Contracting Authority prefers large 24 hour resting places and 24 hour resting places that are located in/near Oslo. Cork County Council is establishing a Multi-Party Framework Agreement for Works Contractors, including multi disciplinary Design Team Services, for the delivery of social housing projects using Modern Methods of Construction (MMC) with an estimated project value in excess of €5 million and no upper limit.
