The subject of the procurement is the multi-vendor frame agreement of inspection services for Veikkaus Oy’s and its subsidiary companies’ (hereinafter "Veikkaus") gaming systems and solutions as required by the Finnish Gambling Act (10/2026) and the official regulations issued by the Finnish supervisory authority. The procurement is divided to the following domains: 1. Randomness and reliability of the components used to generate game outcomes (POL-2026-27820) 2. Reliability and information security (POL-2026-27824) Domain 1 consists of nine (9) lots and Domain 2 of two (2) lots. The object of the procurement is described in more detail particularly in Annex 1 "Description of Procurement" and Annex 2 "Service Requirements". A tender may be submitted for one (1) or all eleven (11) lots, at the tenderer’s discretion. Based on the tendering process, Veikkaus will select a maximum of five (5) suppliers for each lot. This framework agreement does not include a minimum purchase obligation.

Andøy kommuneANDENESDeadline: Aug 24The municipality is responsible for ensuring satisfactory access to animal health personnel during the day and for organising clinical veterinary duty services outside ordinary working hours. The scheme with veterinary guards is established in accordance with the Act from 15 June 2001 no. 75 on veterinary surgeons and other animal health personnel § 3 a. The scheme with veterinary duties shall ensure that clinical guards are established for veterinary surgeons in all parts of the country so that the necessary veterinary help can be provided within ordinary working hours. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare. The procurement ́s value is estimated to approx. NOK 2,900,000 excluding VAT per annum. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of consultancy services where the contracting authority has been cut off from affecting the climate and environmental impact, as the requirements and criteria targeting these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, c.f. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4). The procedure stated in the "Type of Procedure" section 2.1 of the notice is incorrect.
