Development of relevant planning tools for water security and climate resilience in Urban Areas in Tanzania (Output 2 and Output 3 of ProWaS)
GIZ has been commissioned to implement the project "Water Security and Climate Resilience for Urban Areas and their Catchments in Tanzania (ProWaS)" in Tanzania on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). The Overall Objective of the project is the sustainable improvement of the population"s access to drinking water and sanitation services, as well as the management of water resources. GIZ"s political implementation partner is the Ministry of Water, and coordination subnational entities such as Basin Water Boards, Catchment Committees, Water Supply and Sanitation Authorities, and Local Government Authorities is also key to the project methodology. As part of the process to achieve universal access to water as envisioned in the Tanzania Development Vision 2025, water sector stakeholders, guided by the Ministry of Water, have introduced three instruments as part of the Water Sector Development Programme: (1) Joint Town-level Master Planning (JTPs): Assist Water Supply and Sanitation Authorities (WSSAs) and Local Government Authorities (LGAs) to coordinate joint planning and investment decisions to improve access to water and sanitation; (2) Water Safety Planning (WSPs): Guide WSSAs to identify risks (in particular climate-change) affecting water quality and quantity and develop mitigation measures to address these risks via a participatory approach; (3) Water Allocation Planning (WAPs): Guide Basin Water Boards (BWBs) to make equitable allocations of water resources for different water users and the environment. The JTPs and CR-WSPs are among the key performance indicators for Water Supply and Sanitation Authorities (WSSAs) in Tanzania and the WAPs are among the key performance indicators for BWBs in Tanzania. The Ministry of Water has requested the Federal German Government through ProWaS to upscale the JTPs and CR-WSPs to more urban areas and WSSAs as well as create new WAPs in Tanzania. The contractor will on behalf of the ProWaS project create 3 JTPs, and 3 WAPs in accordance with the respective guidelines prepared by the Ministry of Water. The CR-WSPs are not in the scope of this contract. This will require close coordination with the GIZ Project Team in Tanzania as well as National, Regional, and Local Tanzanian water authorities. The JTPs are defined by the municipality (i.e. town) in a particular region, while the WAPs are defined by the basin and the sub-catchment. A team of national and international experts shall be provided by the Contractor for this purpose. Through the completion of the three aforementioned Work Packages, the contractor is responsible for contributing to the Module Objective, Output 2, Output Indicator 2.2, and Output 3 and is responsible for achieving Module objective Indicator 3 and Output indicator 2.1 as described in this document. The Module Objective is, "The framework for improving water security in catchments of urban areas is adapted to the challenges of climate change." Output 2 is as follows: "Water and sanitation authorities, in collaboration with local consultants, have identified priority projects to improve access to climate-resilient water and sanitation services." It is accompanied by the following two indicators: Indicator 2.1: Fifteen JTPs have been drawn up by WSSA together with Local Government Authorities (base value of 5 JTPs exist, 7 others to be completed by project, three remaining to be completed by the contractor); Indicator 2.2 : In a survey, 16/30 stakeholders from Water Supply and Sanitation Authorities (WSSAs) and the MoW confirm the use of the gender-sensitive expert database in the development of JTPs, Water Safety Plans, and priority projects to improve access to climate-resilient water supply and sanitation services (16 positive responses). In addition, Module Objective Indicator 3 is as follows, "Water catchment authorities (3 total) have developed an evidence-based gender-sensitive Water Allocation Plan (WAP) in each selected sub-catchment (3 sub-catchments), based on current, climate-resilient hydrological data." The objective of this assignment is to support the Ministry of Water Resources in identifying and prioritising technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and to prepare a concept for two pilot projects that can serve as a demonstration for future replication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Assessment of irrigation practices and drainage-water generation The contractor is responsible for conducting a comprehensive assessment of current irrigation systems and their relationship to drainage-water generation in the Hillah River System. This includes reviewing existing irrigation methods such as surface, sprinkler, and drip irrigation including the (efficient) use of fertilizer; quantifying irrigation efficiency and related drainage-water volumes and qualities; and analysing the institutional management of irrigation operations. The contractor shall perform a scenario analysis comparing current and improved irrigation and fertilizing practices and quantify how increased irrigation efficiency and better use of fertilizer would affect the volume and quality of drainage water. The analysis shall include different scenarios for climate adaptation measures. The results shall be visualised in maps and datasets to be included in the (designed) Information System with the Hillah River Information System (Outcome Indicator). Work package 2: Identification and prioritisation of reuse options and treatment technologies GIZ shall provide the contractor with a baseline assessment identifying feasible end-uses for treated drainage water, including agricultural reuse, aquaculture, industrial applications, landscape irrigation, and groundwater recharge. The baseline assessment will also include a review of relevant international and regional experiences (e.g. Jordan, Egypt, Iran, and FAO"s WaPOR programme) and initial lessons learned applicable to the Iraqi context. The contractor shall build upon and complete the baseline assessment provided by GIZ by validating and further developing the identified drainage water reuse options relevant to the Iraqi context. This includes assessing a range of conventional treatment technologies as well as nature-based solutions (NbS) suitable for high-salinity and contaminated drainage water in arid environments, using a multi-criteria approach that considers technical feasibility, operational requirements, costs, environmental risks, and institutional capacities. Different potential options (managerial, biological, physical, non-physical) should be discussed and presented in an "option report". The contractor shall ensure that MoWR and key institutions are engaged throughout the assessment process as part of a structured capacity development approach. As part of this process, the contractor shall facilitate targeted learning and exchange activities. These include the organisation of a study tour for MoWR to visit relevant international or regional good practices, as well as an international seminar or conference in Baghdad in which international and regional actors present their experiences and discuss their applicability to the Iraqi context. The contractor shall prepare a bilingual publication summarising these experiences and the insights obtained. In addition, the contractor shall design and deliver two training courses in close cooperation with the MoWR Training Center: (i) a foundational training course on treatment technologies for drainage water reuse, covering technical principles, performance, and operational aspects; and (ii) an advanced training course focusing specifically on drainage water reuse concepts and Nature-based Solutions (NbS), including design considerations, applicability in arid environments, and integration into water management planning. The consultant together with the GIZ team will support the MoWR in identifying 2 pilot projects to be implemented in the Hilla River area. Work package 3: Preparation of pilot project concepts Building on the findings of the previous work packages, the contractor shall support the development of a pre-fesibility (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions. This task includes together with the GIZ team and the counterpart identifying suitable pilot locations based on hydrological, land-use, and environmental criteria; proposing a treatment and reuse scheme; and estimating costs and requirements, and potential financing options. The contractor shall analyze the financing criteria, eligibility requirements, and procedural steps of BMZ and EU co-financing instruments relevant to the implementation of pilot projects on drainage water reuse. Based on this analysis, the contractor shall develop and assess two distinct pilot project options: - a small-scale pilot project designed to comply with BMZ funding criteria, with an indicative financing volume of up to EUR 1 million (up to feasibility level); and - a larger-scale pilot project designed to comply with EU financing criteria, with an indicative financing volume of up to EUR 25 million (up to pre-feasibility level). 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. Context Following over a decade of conflict, Syria is undergoing a critical transition after the fall of the Assad regime in late 2024 and the formation of a transitional government, raising cautious hope for peace and inclusive state-building. Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability.
