The Contracting Entity intends to establish a single supplier framework to provide support and maintenance of our existing fleet of 200 print and plotting devices across our offices in Ireland. This includes the support and maintenance of a ‘follow-me’ print software solution and scan to e-mail. The tender will also include the option to add devices to the supported fleet either through lease, rent or outright purchase. Tenderers will be evaluated on their ability to manage the fleet, providing this service across all office locations and the ability provide next business day support for deliveries and maintenance. The estimated value of the contract is inclusive of indexation of €420,420 exclusive of VAT over the maximum term of the framework agreement. 2023/026 Provision of Outsourced Integrated Facility Management Services for Enterprise Ireland
Enterprise Ireland proposes to establish a Single Party Framework Agreement for the provision of Outsourced Integrated Facility Management Services. The framework will include both scheduled services and call out cover in the event of system failures/urgent requirements. Critical events or equipment failure will demand a maximum 4 -hour response time. It will be an essential requirement of the framework that the appointed framework operator will provide call out cover and repairs within a 24-hour period in the event of a fault. The framework operator will fully comply with all statutory requirements (including but not limited to Health and Safety regulations) in the delivery of the services required under the framework (e.g. equipment maintenance). These requirements will be set out in the Scope of Requirements contained in the Tender Document at Stage 2. The framework operator will be required to maintain comprehensive records of all activities carried out to maintain the facilities. It will be a requirement of the framework that the successful framework operator demonstrates their ability to manage and to document the management of facilities in a regulated environment. HSE Procurement intends to purchase approximately 15 AI systems for Endoscopy nationally from Medtronic Ireland Ltd. For clinical reasons Endoscopy require 1. Real-time detection (CADe) of colorectal lesions regardless of size, morphology or location 2. Real-time characterization (CADx) with clear differentiation between adenomatous and non-adenomatous lesions 3. On-screen real-time visual output usable during live procedures 4. Caecum landmark recognition 5. Bowel Preparation Score for each colonoscopy procedure 6. Validated and Precise Polyp Sizing that measures polyps on a 0-10mm scale and complimented by a > 10mm indicator. Detection alone is insufficient to drive workflow efficiency and optimize patient pathways & outcomes Characterization with accurate sizing supports: a. Clinical decision-making b. Framework agreement for project support EU finances
Participation in the EU's framework programme for research and innovation is a high priority activity at NTNU. This applies to both the current framework programme - Horizon Europe and the next framework programme, which shall start in 2028. Participation will take place in the form of projects that receive financial support from the EU. The projects must follow the terms given in the EU guidelines for the different project types. This includes financial guidelines. At the same time, we must ensure compliance with the guidelines that generally apply for NTNU. The financial monitoring of the projects involves responsibility for following up the finances in the project life cycle, from application to completed project. NTNU has its own routines and templates for financial reporting to the EU and internal status reports. For applications and projects that have several partners and coordinated by NTNU, follow-up also involves follow-up of partners' budgeting and reporting. Clear and understandable communication towards internal and external target groups is significant in all project phases. NTNU has its own personnel (project economists) who carry out these assignments, but NTNU will need to supplement with external resources. The need can vary over time. The offered resources must be able to handle a portfolio of applications and projects. The portfolio will usually belong to one or several organisational entities at NTNU. The objective of this CFT is to establish a framework agreement for the provision of Pest Control Services to the Housing Strategy, Capital and Maintenance Directorate of Limerick City and County Council with one single supplier appointed. The successful tenderer will be required to provide pest control services on a planned and reactive basis in relation to the following: rodents (rats and mice), flies, insects, aphids and as necessary, birds and feral cats but not limited to these pests. Rodenticides will only be permitted for use when absolutely necessary and must be applied in line with the 2019 regulations in Ireland regarding the use of rodenticides. MetroLink, Dublin – M120 Heavy Civils Enabling Works Framework Agreement
The M120 Heavy Civils Enabling Works Framework Agreement (the M120 Framework) will provide heavy civils engineering works and ancillary works for the MetroLink programme. The procurement of the M120 Framework (the Competition) will be conducted under the European Union (Award of Contracts by Utility Undertakings) Regulations 2016 (as amended) (SI 286/2016), and will be managed by TII, acting as the contracting authority. The M120 Framework will consist of two (2) separate value-based lots. Both lots will be procured using the negotiated procedure with prior call for competition (per Regulation 46 of the Utilities Regulations) leading to a multi-party Framework Agreement (per Regulation 50 of the Utilities Regulations). Applicants may apply for one (1) lot only. The lots are as follows: M120 Framework Lot 1 – Heavy Civils Enabling Works (Call-off contracts with an estimated value of €50 million or more (excluding VAT) and those determined by the Contracting Authority to be complex call-off contracts of any value which may require specific technical or specialist resources. Lot 1 will consist of call-off contracts for large elements of civils works, which may include station boxes, tunnel portals, single or multi span viaducts, as well as other heavy civils contract packages; M120 Framework Lot 2 – Heavy Civils Enabling Works (Call-off contracts with an estimated value of less than €50 million (excluding VAT) except those to be included in Lot 1. Lot 2 will consist of call-off contracts for elements of civils works, which may include retaining walls, other foundation/support works, as well as other heavy civils contract packages. Conduct of the Competition: Stage 1: The Selection Stage will commence with the publication of a Pre-Qualification Questionnaire (PQQ). Provided that there is a sufficient number of applicants for each lot, five (5) applicants for each of the two (2) lots will be shortlisted. The justification for awarding to the Contracting Authority assesses that there is a basis for entering into a temporary contract directly with Vivicta AS. The contracting authority will not use this notice as a final choice for future administrative digital target architecture, system model or contract structure. Future strategic direction shall be assessed through a separate management process, market dialogue and any procurements. The justification for the temporary contract is that the contracting authority is in a forced continuity situation connected to the existing production system. The situation is triggered by the manufacturer/supplier ́s technological direction and information that the current delivery platform cannot be continued unlimited. At the same time, future strategic direction for the administrative system landscape is not finally defined. Within the available timeframe, the contracting authority ́s assessment is not a real and reliable alternative that can ensure a continuation of the existing production system and the accompanying performance critical administrative core functions without unacceptable operational risk. The existing system has been established, configured and integrated over a long period of time. It is included in ongoing finance, invoice, reporting, integration and data basis processes. The system has integrations, data, roles, access structures, reporting set-up and management routines that are connected to the existing delivery model and the tenderer's operational and management responsibilities. The contracting authority will assess that clarification of future target architecture, market dialogue and any procurements for this system area will require considerable time. A procurement process is expected to take at least 12 months, and subsequent implementation, migration, testing, training, integration work and production will normally require a further 12-24 months. An immediate competition for full compensation or future target architecture will therefore not be able to help the acute continuity need. Alternative suppliers will also not be able to take over responsibility for the existing production system in a proper manner within the available deadline, without access to the necessary rights, system competence, operational environment, history, configuration, integration knowledge and supplier specific management competence. The agreement is, therefore, time-limited to what is deemed necessary to ensure reliable operation and continuity of the existing production system and the accompanying business critical administrative functions until the contracting authority has completed strategic clarification, market dialogue and any procurements. The agreement period is 3 years, which is the minimum time for binding. Legal basis The contracting authority assesses that the terms for direct contract award are fulfilled for the temporary contract. The legal basis will particularly be assessed against the procurement regulations § 13-4 letter b no. 2 and/or no. 3, where the procurement without a competition can be used when the service can only be delivered by a specific supplier for technical reasons or due to sole rights, provided that there are no reasonable alternatives and that the missing competition is not due to the contracting authority having adapted the procurement to a specific tenderer. The contracting authority emphasises that the assessment concerns a narrow and temporary continuation of the existing production system and associated activity critical administrative functions in a limited transition period. This does not apply to a general assessment of the market for future administrative digital systems and it does not involve a permanent choice of future platform, system architecture or supplier. The contracting authority estimates that at the time of the temporary contract there is not a reasonable and reliable alternative to Vivicta AS in order to ensure continuity of the existing ERP system in the period. The lack of competition is related to time critical and technical/operational continuation of an established production system, not to the contracting authority ́s future strategic needs. Subsidially, the need will also be assessed in light of the narrow exception rules on time-critical conditions and the necessary measures to safeguard continuity, but the contracting authority places decisive emphasis on the contract being for the technical and operational continuation of the existing system, not permanent choice of future ERP system. - Norges geologiske undersøkelseTrondheim
Intention notice for operation and maintenance of high performance computer infrastructure
This notice concerns the award of a renewed contract for the operation and maintenance of the InSAR solution. The Norwegian Geological Survey (NGU) intends to enter into a contract with the current supplier of the solution, Alpha System AS. As of 1 January 2027, responsibility for the solution will be transferred from NGU to the Norwegian Water Resources and Energy Directorate (NVE). Consequently, the relevant contract period for NGU extends only until 31 December 2026. Given the limited remaining contract period, NGU considers it neither practical nor proportionate to conduct a competitive procurement procedure. The duration of the contract is too short to justify the significant investments and implementation efforts that would be required from alternative suppliers. The system covered by the contract is business-critical, and continuity of operations is essential. Should the contract be awarded to a new supplier, the supplier would be required to undertake an extensive establishment and implementation phase, including, among other things, relocating the system to a new data centre. This process would be time-consuming, creating a significant risk that the solution would not be fully operational by the time responsibility for the contract is transferred to the new contracting authority. Relocating the system would also entail substantial costs. As downtime cannot be accepted for certain parts of the system, any relocation would require duplicate instances of key components to be established in parallel in order to ensure uninterrupted operations throughout the transition. Conducting a competitive procurement procedure in these circumstances would therefore not result in genuine competition for the contract, as the remaining contract term is too short to justify the investments that would be required from alternative suppliers. The contracting authority therefore considers that competition is absent due to technical reasons. Based on this, NGU deems the terms in regulation 12 August 2016 no. 974 on public procurements (the procurement regulation/FOA) § 13-4 letter b, number 2 stating that competition is impossible for technical reasons, to be fulfilled.
