Der Wettbewerb ist in Teilpakete unterteilt, um verschiedene Nutzergruppen abzudecken, vergleichbare Produkte zu gewährleisten und die gewünschte Sortimentsbreite zu erreichen. Für jedes Teilpaket werden Verträge mit einer ausreichenden Anzahl von Bietern abgeschlossen. Der geschätzte Gesamtwert kann bis zu 25% höher liegen.
