Stadtwerke Schwerin GmbH (SWS)SchwerinDeadline: Sep 17Die Stadtwerke Schwerin betreiben ein Fernwärmenetz mit gleitender Vorlauftemperatur zur Versorgung von Haushalts- und Gewerbekunden in Schwerin. Am Standort Lankow ist seit 2024 eine Geothermieanlage in Betrieb. In der als hydrothermale Dublette ausgeführten Anlage wird 56°C warmes Thermalwasser aus ca. 1.200 m Tiefe an die Oberfläche gepumpt, über einen Zwischenkreislauf Wärme entzogen, und planmäßig mit 20°C wieder in den Untergrund eingebracht. Die Anlage erschließt einen ca. 45m mächtigen Postera-Sandstein-Horizont mit einer außergewöhnlich hohen Ergiebigkeit (Permeabilität ca. 10 Darcy) und ist auf 150 m3/h Thermalwasser-Volumenstrom dimensioniert. Die zu vergebene Leistung umfasst die Erstellung eines förderrichtlinienkonformen Fachgutachtens zur erweiterten Nutzung der tiefen und mitteltiefen Geothermie für den Standort Schwerin als Baustein des Transformationsplanes der Stadtwerke Schwerin GmbH (SWS) im Rahmen der Machbarkeitsstudie der Bundesförderung effiziente Wärmenetze Modul 1. Dazu sind durch den Auftragnehmer die beim Auftraggeber vorhandenen Analysen und Ausarbeitungen aufzubereiten und mit weiteren Datenquellen, Fachinformationen und Erfahrungswerten zu verschneiden, Berechnungen durchzuführen und in ein schlüssiges Gesamtkonzept zu integrieren. Das Fachgutachten wird zusammen mit anderen Gutachten durch den Auftraggeber nach einer Energiesystemanalyse zum finalen Transformationsplan zusammengeführt. Für die im Rahmen der Konzeption entwickelten Varianten sind die erforderlichen elektrischen Anschlussleistungen zu bestimmen und die standortspezifisch verfügbaren Netzanschlussmöglichkeiten auf der erforderlichen Netzspannungsebene zu prüfen. Ein ggf. erforderlicher Ertüchtigungsbedarf bei vorhandener elektrischer Versorgungsstruktur bzw. der Aufwand für den Netzanschluss sind gesondert technisch zu beschreiben und kostenseitig zu schätzen und in der Grobkostenschätzung zu berücksichtigen. The contractor shall build on previous project achievements, avoid duplication and ensure complementarity with ongoing national reforms and donor-supported initiatives. The contractor is responsible for contributing to the achievement of the expected results under Outputs 1, 2, 4 and 5 of KEP. Activities under all work packages shall be implemented in an integrated manner to maximise synergies between regulatory reform, financing mechanisms, institutional capacity development and gender-responsive energy transition. Work Package (WP) 1: Legal and Regulatory Framework Objective: Improve the legal, regulatory, and technical framework to enable investments in energy efficiency (EE) and renewable energy sources (RES) for self-consumption. Description: The contractor shall provide technical advisory services to strengthen the legal and regulatory framework for energy efficiency and renewable energy for self-consumption in Kosovo. The assignment includes drafting and reviewing legislation, developing technical standards and supporting partner institutions in implementing the new regulatory framework.
