The aim of this procurement is to enter into parallel framework agreements for the delivery of software, equipment, as well as maintenance and assistance services for the municipality ́s access control system (in this document referred to as AAK). The contracts are for expansions and changes to the existing Lenel OnGuradS2 system and tenderers must therefore have access to equipment, have Lenel OnGuradS2 certified technicians as well as be certified VAR (Value Added Reseller). Bodø municipality shall always have a robust, flexible, well-functioning and future oriented access control system.

TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Due to increasing requirements regarding system availability and redundancy, the procurement procedure is structured into two lots, which will be awarded separately. The lot structure is intended to ensure supply security, operational resilience and redundancy of the Control Systems deployed within TTG’s transmission grid. The framework agreement is divided into three parallel sub-contracts divided in accordance with machine types: tractors, small wheel loaders (4-8 tons) and large wheel loaders (8-16 tons). This notice concerns snow clearing areas of roads, as well as clearing areas for municipal purpose-built buildings. Tenderers shall not submit tender offers on specific routes, it is the contracting authority who will award the routes after the tender deadline has expired. The expected tenderers will have route maps distributed in a reasonable time before the snow clearing season. As the areas are dynamic and changes can occur, the routes will be divided according to a total assessment of the following criteria: the machine ́s suitability, efficient operations planning and cost-benefit connected to geographical location and costs of moving around. The contracting authority always aims to divide the sections so that they generate approx. as many hours. Changes must be expected in the routes, but will be agreed further per season. Tenderers must reckon on clearing areas within the entire municipality. During the agreement period there will be a need for occasional snow clearing in accordance with the contracting authority ́s needs. Tenderers must therefore reckon on extra assignments beyond the routes. A previous route overview and a map of roads and institutions are attached together with the tender documentation (Annexes 1, 2 and 3). These are outdated and new areas are under revision. Tenderers must expect changes to the extent of individual routes.
