Statnett is considering carrying out a procurement process for a framework agreement for specialised machinery and equipment for work on high-voltage lines. Before the tender documents are finalised, Statnett wishes to conduct a brief market survey to obtain information from the market. The purpose of the RFI is to verify the market’s ability to deliver the relevant product lines, including spare parts, service, repair, technical support and product-relevant environmental documentation. The dialogue will also help clarify realistic lead times, production capacity and any limitations in the value chain, including component availability, transport and logistics. This is not a competition, and responses to the RFI do not entail any obligation for Statnett or the suppliers.

The framework agreement will consist of two sub-contracts; one contract for inspections and thermographing of electrical installations etc. and one contract for service and maintenance of a ventilation system. As part of the preparation of the competition, the contracting authority wants a dialogue with the market before the competition is announced. The aim of the dialogue is to get input for the tender documentation so that it is clear, competitive and feasible for suppliers. The contracting authority would like general feedback on the attached price form and the two requirement specifications, including whether something is unclear, unreasonable or unnecessary costly. OFA IKSKristiansandDeadline: Sep 30OFA IKS shall establish a framework agreement for the delivery of chemicals for water and sewage installations throughout Agder. The objective of the procurement is to ensure stable, safe and predictable access to chemicals that are necessary for the production of drinking water and treatment of sewage water. The procurement shall contribute to an efficient, robust and regulatory operation of the water and sewage installations, with high security of delivery and reduced risk of interruption to operations in socially critical functions. Tenderers shall deliver documented suitable products and assist with the necessary professional competence and advice throughout the entire contract period. The framework agreement includes chemicals for i.a.: Precipitants and post-precipitation for sewage purification. Sludge treatment, including packing, thickening and dewatering. Drinking water treatment, including removal of colour, turbidity and particles. The agreement includes i.a. chemicals, polymers and other chemicals used in water and sewage treatment. Tenderers shall be able to ensure safe, flexible and reliable delivery to systems with different technical systems, capacity needs and operational prerequisites. Delivery security, product quality and professional follow-up will be key elements in the agreement. Based on previous market surveys and further work on the procurement, OFA has revised the requirement specifications, the award criteria, the price and product form as well as the price and payment terms. Prior to the competition being announced, we would like input on the revised documents and any problems that ought to be assessed further. We therefore invite relevant tenderers to an oral market dialogue. The aim of the dialogue is to obtain updated knowledge on the market ́s systems, products and delivery models, so that the competition can be designed in an appropriate way and facilitates good competition. We particularly want input on: qualification requirements requirement specifications award criteria price, product form as well as price and payment terms (See annex). OFA does not have a complete overview of the delivery intervals at all delivery locations. Tenderers can, however, get access to an overview of facilities, delivery locations, chemicals and other relevant information. Due to information security reasons, the overview is not shared publicly, but will be made available to verified actors who request access by sending a message to the Contracting Authority via Hyyr. The question is whether the tender overview and delivery overview is sufficient to prepare competitive and realistic prices, or is there a need for further information on delivery intervals, volumes or other conditions? The competition is divided into five sub areas. We are considering reducing the number of sub areas in order to simplify contract management. Do you have input for a possible merger of sub-areas? Several of the participating entities currently use CO₂ tanks that are rented or owned by the existing supplier. In the event of a supplier replacement, there may be a need for procurements, replacements or new establishments of tank facilities and accompanying equipment. How do suppliers normally handle such situations? Should the contracting authority obtain information about existing tank systems, and how should any costs connected to the procurement, disassembly, replacement or establishment of new equipment be handled in the competition?
