Participation in the EU's framework programme for research and innovation is a high priority activity at NTNU. This applies to both the current framework programme - Horizon Europe and the next framework programme, which shall start in 2028. Participation will take place in the form of projects that receive financial support from the EU. The projects must follow the terms given in the EU guidelines for the different project types. This includes financial guidelines. At the same time, we must ensure compliance with the guidelines that generally apply for NTNU. The financial monitoring of the projects involves responsibility for following up the finances in the project life cycle, from application to completed project. NTNU has its own routines and templates for financial reporting to the EU and internal status reports. For applications and projects that have several partners and coordinated by NTNU, follow-up also involves follow-up of partners' budgeting and reporting. Clear and understandable communication towards internal and external target groups is significant in all project phases. NTNU has its own personnel (project economists) who carry out these assignments, but NTNU will need to supplement with external resources. The need can vary over time. The offered resources must be able to handle a portfolio of applications and projects. The portfolio will usually belong to one or several organisational entities at NTNU. Other more limited assignments may also be relevant. See Annex 1, the contracting authority ́s requirement specifications, for further information on which services/work assignments the framework agreement covers. A framework agreement shall be signed with one tenderer. The contract will start as soon as possible after the award of contract. The contract will be valid for 2 years, with an option for an extension for 1+1 year, for a total of up to 4 years.

Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle. The framework agreement shall cover the contracting authority ́s need for bike repairs that are carried out as a pop-up workshop and mobile bicycle workshop at free events all around Oslo. The contract also includes the procurement of materials and equipment when replacing some parts of the bicycle. The framework agreement is valid for up to a maximum value of NOK 6 million. The estimate is only a guideline and is without obligation for the Contracting Authority. The framework agreement is not exclusive for the services that come under its scope. VENNESLA KOMMUNEVenneslaDeadline: Sep 30Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. Ørsted Services A/SSkærbækDeadline: Sep 15It is a Framework Agreement for the delivery of broadband connections and the management of these towards the employees to the Contracting Entity. Ørsted are issuing a tender for a Framework Agreement for broadband connections t covering fixed and mobile broad-band connections at employees' residences. The scope will cover broadband connections based on fixed connections via fibre and coax with bandwidths from 200/200 up to 1000/1000, and mobile broadband based on 5G as current technology. The supplier must include routers for all connections supporting up to date specifications and ensuring support for future technology improvements to come. The current scope of broadband connections is around 2100 connections covering the entire Denmark. In Denmark there is per July 2026 3.500 employees. On top of broadband connections, the supplier must offer a full managed service solution cov-ering both establishments, moves, changes, upgrades and closure of connections when an employee leaves Ørsted.
