Entwicklung und Bewertung von Vorschlägen zur vollständigen Einbeziehung der Nicht-CO2-Effekte des Luftverkehrs in den Europäischen Emissionshandel ab 2028. Das Vorhaben soll Konzepte erarbeiten, ob und wie eine vollständige Einbeziehung sinnvoll erfolgen kann, sowie Vorschläge für Maßnahmen, um den EU-ETS 1 zu flankieren. Die Klimawirkung der Nicht-CO2-Effekte soll analysiert und die Monitoring-Verordnung zielgerichtet weiterentwickelt werden. Die Kosten-Nutzen-Analyse des Aufwandes bei der Erhebung von Primär- oder der Erhöhung der Genauigkeit verschiedener Sekundärdaten soll ebenfalls berücksichtigt werden.
