Das norwegische Arbeits- und Inklusionsministerium sucht eine externe Überprüfung der systematischen internen Kontrollarbeit der norwegischen Arbeits- und Sozialbehörde (NAV) für die Entwicklung, den Betrieb und die Verwaltung ihrer ICT-Systeme. NAV hat zu multidisziplinären Produktteams umorganisiert. Der Fokus liegt auf der Einhaltung von Gesetzen und Vorschriften sowie zuverlässiger Berichterstattung. Zu prüfen sind: Organisation/Rollen, etablierte Systeme/Routinen/Kommunikation sowie laufende Überwachung und Bewertung. Ziel ist eine externe Bewertung von Stärken/Schwächen mit Verbesserungsempfehlungen. Ausgenommen sind NAV-Einheiten außerhalb der Behörde und das Ziel 'zielgerichteter/effizienter Betrieb'. Der Auftrag beschränkt sich auf interne Kontrolle gemäß 'Government Financial Management Regulations' und 'Provisions on Financial Management in the Government'. Laufzeit: Vertragsunterzeichnung bis zur Abschlussberichterstattung am 10. Juni 2026. Geschätzter Wert: 3-4 Mio. NOK netto. Details siehe Anlage 1.
