The NCSE is commissioning an evaluation of the ETS. The purpose of the evaluation is to assess the impact e of the Education Therapy Service (ETS) in its first two years of implementation in schools and the future vision for the ETS. The evaluation will examine the processes underpinning the development and phased rollout of the service, as well as the outcomes and overall impact arising from this service. This will include assessing impact on the child/younger person, parents/families, schools, NCSE staff, therapists, as well as inter-professional and inter-agency working relationships. The evaluation may be extended to include a third year.

Below is a summary of the work to be performed: The ILO invites applications from qualified evaluators to conduct the Mid-Term Evaluation of the EU–ILO Technical Assistance Facility on the implementation of the Youth Guarantee in the Western Balkans (Phase III). Implemented from September 2024 to August 2028 with financial support from the European Union, the project supports Western Balkans economies in strengthening the implementation of the Youth Guarantee through technical assistance, institutional capacity development, regional peer learning and knowledge exchange. The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, impact orientation and sustainability, as well as its contribution to strengthening institutional capacities, Youth Guarantee governance, service delivery systems and regional cooperation. The evaluation will be conducted through a combination of desk review, virtual stakeholder interviews and in-person consultations organised during a regional Youth Guarantee Peer Learning event in Turin. The follow-up evaluation shall provide knowledge on how the strategy is implemented in practice, including management, coordination and cooperation between relevant actors, as well as highlight developments and assumptions that affect the implementation. The evaluation shall also highlight the central aspects of the implementation of the strategy's areas and measures, including prevention, assistance and protection, as well as prosecution. The evaluation shall provide a knowledge basis for ongoing learning and improvement, and support the Ministry of Justice and Emergency Response (JD) and other involved actors in assessments of goal achievement and the need for adjustments during the strategy period, as well as in recommendations for further development and continuation of the effort after the strategy period expires. The assignment shall start as soon as possible after the contract has been signed and it shall be completed by 30 June 2031. The assignment has a financial limit of NOK 8.8 million (excluding VAT). With the ordinary VAT rate (25%) this amounts to NOK 11.0 million (including VAT), for the entire main assignment. In addition the Contracting Authority reserves the right to trigger an option for an expansion of the assignment, provided that the budgetary coverage is covered. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project.
