The Danish Agency for Digital Government (Digitaliseringsstyrelsen) operates on behalf of the Danish State a national qualified trust service for the management of remote qualified electronic signature creation devices under Regulation (EU) No 910/2014 as amended by Regulation (EU) 2024/1183 (eIDAS2). As part of modernising the signing service to meet the requirements of eIDAS2, the Agency is procuring a Remote Qualified Signature Creation Device (rQSCD) — a certified combination of Hardware and Standard Software — to be installed and operated within the Agency's data centers (currently two). The Contract includes an Option to upgrade the throughput capacity of the rQSCD and an Option to extend the deployment to a third data centre. The Contract covers the Initial Delivery of the certified rQSCD, comprising certified HSM devices (Hardware) and the associated Signature Activation Module software (Standard Software), certified as a composite in accordance with eIDAS2. The Initial Delivery includes all Licences, Documentation, and support necessary for the Agency to install and operate the rQSCD as part of its qualified remote signing service. The rQSCD must integrate with the Agency's existing signing infrastructure, including the Agency's certificate authority, authorisation server, and signing components. This tender presents a substantial opportunity for prospective contractors to bid for the M5 Transportation System South package (TSS), a critical component of the Copenhagen metro system's expansion. This project is of significant strategic importance, as the M5 line is a fully automated driverless metro system that will not only enhance passenger service on existing metro corridors but is also planned to extend connectivity to emerging urban development areas, including Kløverparken, Refshaleøen, and Lynetteholm in the East Harbour. The M5 is to operate as an independent system, ensuring that its construction and subsequent operation do not disrupt the existing M1-M4 metro lines. The current tender, Phase 1, encompasses the southern section of the line, from København H to north of v/Prags Boulevard, with an anticipated operational commencement in 2036. The broader vision includes the northern section with an anticipated operatonal commencement of the last part of the northern section in 2045 (included in the transportation system contract (TSS-contract) as options) and a potential future extension to form a ring line, signifying a long-term commitment to urban mobility. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. AIS Traffic Analysis and Monitoring system
This VEAT acknowledges that The Commissioners of Irish Lights proposes to place a contract with Gatehouse Maritime for the provision and support of an AIS Traffic Analysis and Monitoring solution for a period of 7 years (5+2). The scope of the current platform and solution provides an integrated Automatic Identification System (AIS) traffic analysis, monitoring and Aids to Navigation (AtoN) management capability supporting safe navigation, protection of critical national infrastructure and maritime domain awareness. It records and decodes AIS messages from base station networks and external AIS data feeds to provide a consolidated operational view of AtoN and vessel activity around Irish waters and key assets. The solution includes real time monitoring through a multi-layer graphical interface with nautical charts, operational layers, geospatial data and Application Programmable Interface (API) feeds from external data sources. It allows teams to view vessel movements, AtoN status, environmental and meteorological data, asset information and alarms in one environment. Approved data is shared with authorised third parties and other internal systems through controlled integrations, data feeds and data exports. The solution delivers AIS infrastructure assurance by monitoring AIS base station configurations, receivers, communications links and data quality. It provides visibility of coverage, uptime and data integrity, with alarms and alerting for degraded performance, signal issues, communications loss, downtime and other failures, keeping AIS and AtoN monitoring data reliable. The platform scales to manage increasing AIS message volumes as vessel traffic, data feeds and reporting requirements grow. For AtoN, the scope includes monitoring and management of physical, virtual and synthetic AtoN, including examples such as AIS equipped buoys, buoy position and movement, Remote Terminal Unit data, AtoN power supply, control cabinets, lights and optics, bearing turntables, Internet of Things devices and related infrastructure. These are not exhaustive, as the solution collects numerous other operational and status data points across connected assets. AtoN monitoring generates availability statistics, tracks service performance and provides evidence of operational reliability. It manages secure virtual and synthetic AIS targets during incidents, outages, works or temporary hazards. Custom graphical views centred on “light up” and “light down” times provide summary confirmation of light operations. Alarm creation and definitions are heavily customised to suit Irish Lights’ operational requirements and includes innovative logic, geofencing, threshold monitoring and group notifications for AtoN failures, “off position” drift, communications loss, abnormal readings and degraded service. Event histories, alarm trends, downtime configuration and graphing tools deliver fault investigation, data comparison and alarm rationalisation. Advanced AIS analytics use live and historical data to generate AtoN and vessel track histories, heat maps, traffic density analysis, incident review and historical AIS replay. These capabilities support AtoN planning, marine incident investigation, traffic analysis, post event reporting. The solution records and manages hazards and wrecks, including their associated geospatial extents, boundaries and caution areas, as part of navigational risk assessments and our statutory consenting process. The scope includes operational monitoring beyond AIS and AtoN. API connectivity and integrations bring in information from asset management systems, building management systems, server rooms, communication lines, chiller units and other infrastructure, allowing maritime, critical ICT infrastructure and facilities alarms or trends to be monitored alongside navigation critical information. Security, access control and “command and control” functions use secure data connections, user and group permissions, segregation of duties and role based access. As examples approved remote actions include power cycling, generator switching, controlled equipment resets and other authorised interventions, ensuring users can only access functions appropriate to their role. The current solution provides a single operational platform for maritime awareness, AIS assurance, AtoN monitoring and control, analytics, replay, reporting, alerting and integration with supporting infrastructure. Changing or replacing the solution at this stage would require re-engineering established interfaces, data feeds, integrations, operational processes and remote monitoring arrangements across the AIS and AtoN environment. It would also trigger procurement, implementation, migration, training, testing, validation and extended parallel running before equivalent capability could be assured. This would amount to a multi-year, high risk replacement programme with significant time required to configure, implement and reach full operational capability. The current solution is deeply embedded across the organisation, proven and reliable in a safety critical environment where uninterrupted service is essential. Its integrations, alarm logic, data views, “command and control” functions, reporting and workflows reflect years of configuration, bespoke development, refinement and organisational learning. Retaining it protects that investment while avoiding unnecessary upfront cost and operational risk. Retaining the existing solution is therefore the lowest risk and best value option for a highly integrated operational environment. It provides stability and a proven platform on which further functionality can be developed. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028. The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language: - One inception report - Protocols at the end of each module and practical phase (total of 9) - One Final synthesis report by November 2028 including Stories of Change and Case Studies per country Additionally, the contractor is required to produce: - Contributions to the report to GIZ"s commissioning party and - Brief quarterly written up-dates on the implementation status of the project (up to 5 pages) In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process. The contractor has to align to GIZ"s General Terms and Conditions for supplying services on behalf of GIZ. The provisions on data protection and information security of the current version of GIZ"s General Terms and Conditions of Contract (section 1.10 Data protection) will apply. Safeguards and gender measures will also be important provisions with importance placed on aspect of - Gender equality: Integrate gender analysis and sex-disaggregated data into planning, monitoring, and reporting. - Ensuring equal participation and leadership opportunities for women and men in all activities, trainings, and decision-making processes. - Applying gender-sensitive communication and facilitation methods. - Environmental protection and climate action (climate change mitigation/adaptation): - Apply environmentally sustainable practices during all project activities and events. - Promoting resource efficiency (energy, water, materials) and low-carbon travel or logistics options. - Avoiding negative environmental impacts and document positive contributions where possible. - Conflict and context sensitivity that require conducting regular context assessments to identify potential sources of tension or conflict. - Ensuring that interventions "do no harm" and are inclusive of diverse stakeholder groups. - Maintaining transparent communication and feedback mechanisms with partners and participants. - Adapting implementation strategies to evolving local contexts and sensitivities. - Attention to human rights aspects by respecting and promoting internationally recognized human rights principles in all activities. Atlantic Technological University proposes to engage in a competitive process for the establishment of a framework agreement. A framework agreement constitutes a means of establishing overall terms and conditions in accordance with which, for a specified duration, individual contracts may or may not be awarded. The solution must be capable of delivering a comprehensive, interactive and accessible digital navigation solution that serves students, staff, and visitors across ATU campuses. The solution must support universal design principles, ensuring full inclusive and independent navigation, ensuring full accessibility and inclusion for users with disabilities. The scope of services includes the design, deployment, configuration, and maintenance of the web-based digital way finding application, together with the creation of complete accurate indoor digital maps with searchable points of interest (POIs) such as rooms, departments, facilities, amenities, and entrances for all campuses within scope. The solution must support safe, independent navigation for all users, with accessibility treated as a core principle throughout the design, implementation, and support phases. The solution should be capable of integrating with existing timetabling and facilities management systems. The availability of open, standards based, or well documented application programming interfaces (APIs) to support such integration is strongly preferred. The total area to be mapped is 131,852 m2 and applies to the following locations only: • ATU Donegal Campus • ATU Sligo Campus • ATU Galway City Campus – 2 locations (Dublin Road and Well Park Road) • ATU Mayo Campus ATU St Angelas, Letterfrack, Mountbellew, Killybegs may be included in the scope at a later date, budget dependent.
