We are seeking a creative design/ communications agency to design, develop, and deliver a comprehensive communications plan and campaign aimed at English medium primary and post-primary schools, parents, student teachers, as well as higher education institutions. This tender is seeking a supplier to develop a set of digital tools that will help community and voluntary organisations improve how they collect, manage, and use data. The project focuses on creating practical systems that support organisations in tracking their work, measuring outcomes, and using information more effectively to improve planning and service delivery. The successful supplier will work closely with groups of participating organisations to understand their current processes, identify needs, and design tools that are easy to use and relevant to their day-to-day operations. The work will involve reviewing existing data practices, developing and testing prototype systems, refining the tools based on feedback, and supporting organisations during implementation. Integrated, inclusive and climate-smart spatial planning in Lüderitz, Aus and ||Kharas
Description of work and services to be provided: The contractor is responsible for the implementation of 5 different work packages. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The objective is (1) to build a strong pipeline of IsDB projects in the three countries that are adapted and/or with a main objective of addressing adaptation challenges in relevant sectors, building from PACO small grant projects (Output 3), and NAP/NDC investment plans developed or revised under Output 1, and (2) to facilitate capacity building to strengthen the institutional capacity of financial institutions. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Furthermore, the contractor will help IsDB to identify and set up regional or national Centres of Excellence (institutions highly specialized and leading in technology, finance, etc.) to potentially host more Reverse Linkages and to facilitate the flow of information. 7000001904 - Consultancy to implement output 2: The access of refugees and host communities to sustainable energy services has improved (Energy Component)
Services under Output 2 aim to increase electricity access, promote modern cooking solutions, facilitate productive-use of energy (PUE) applications, strengthen private-sector participation, and enhance local technical and institutional capacities. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. Building on this evidence, Output 2 will support a Results-Based Reimbursement (RBR) mechanism to incentivize private-sector investment, linking payments to results such as household and enterprise connections, cookstove deployment, and PUE installations. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Support covers installation, operation, and maintenance of solar systems and mini-grids; technical guidance for cookstove production, efficiency testing, and quality assurance; alternative fuel production; and adoption of PUE technologies. Business advisory services include market analysis, supply chain optimization, financial management, strategic planning, formalization support, and access to financing. Result-based and technical support will be provided to scalable energy solutions, including the design, implementation and operation of a pilot 50 kW solar-hybrid mini-grid in Dadaab, solar-powered water pumps, cold storage units, and institutional cooking systems. PUE interventions will support livelihoods through solar-powered milling, refrigeration, welding, irrigation, and ICT services. Clean cooking and alternative fuel services will expand access via local production, distribution networks, and behavior change campaigns, prioritizing women"s participation and reducing exposure to indoor air pollution. Coordination with national and county authorities, DRS, energy agencies, development partners, and private-sector actors will ensure alignment with policy frameworks and complementarity with existing programs. Lessons learned from regional initiatives such as ProSEET, EnDev, WIDU.africa, and EMPOWER will be incorporated. A robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system will track household and enterprise energy access, adoption of clean cooking technologies, use of PUE equipment, and participation of women, youth, and persons with disabilities. Community feedback mechanisms, baseline, midline, and endline evaluations, and adaptive management processes will ensure accountability, evidence-based adjustments, and continuous learning. By 2028, Output 2 is expected to expand energy access to approximately 90,113 refugees and 60,076 host community members, including at least 75,095 women. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Sustainability is central to Output 2, combining evidence-based market interventions, technical support, infrastructure development, PUE promotion, clean cooking, gender inclusion, and rigorous MEAL processes to ensure long-term, self-sustaining energy markets. The services deliver a neutral, evidence-based, and coordinated set of interventions to transform energy access in Kenya"s refugee-hosting regions. Integrated, inclusive and climate-smart spatial planning in Lüderitz, Aus and ||Kharas
Description of work and services to be provided: The contractor is responsible for the implementation of 5 different work packages. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents.
