Die Kartierung des Umgebungslärms nach der RL 2002/49/EG (Umgebungslärm-Richtlinie, ULR) erfolgt für die Großflughäfen in Nordrhein-Westfalen durch das Landesamt für Natur, Umwelt und Klima NRW (LANUK). Eine aktualisierte Lärmkartierung ist nach § 47c BImSchG bis zum 30. Juni 2027 zu erstellen. Im Rahmen dieser 5. Runde der Lärmkartierung ist in NRW auch der Fluglärm der Verkehrsflughäfen Düsseldorf und Köln-Bonn zu kartieren. Bezugsjahr für die Datengrundlage der Kartierung ist das Jahr 2025. Im Jahr 2025 fanden an den Verkehrsflughäfen Köln-Bonn ca. 148.000 und Düsseldorf ca. 160.000 Flugbewegungen statt. Damit handelt es ich um Großflughäfen gemäß § 47b Nr. 5 BImSchG. Für die Durchführung der Lärmkartierung an den Flughäfen ist im ersten Schritt jeweils ein aktuelles Datenerfassungssystem (DES BUF-21) gemäß der "Berechnungsmethode für den Umgebungslärm von Flugplätzen (BUF)" zu erstellen. Die dafür notwendigen Eingangsdaten sind zum einen von der Deutschen Flugsicherung in Langen und zum anderen von den Flughäfen Köln-Bonn und Düsseldorf gemäß § 3 der 34. BImSchV kostenfrei bereitzustellen. Die notwendige Aufbereitung und Zusammenführung dieser getrennten Datensätze zu einem für die Lärmberechnung verwertbaren Datenerfassungssystem (DES BUF-21) ist Gegenstand der Leistungsbeschreibung und muss als Auftrag vergeben werden, da diese Aufgabe nicht vom LANUK durchgeführt werden kann. Die Ergebnisse aus dem DES stellen die Datengrundlage für die Lärmberechnung und -kartierung dar, welche dann im zweiten Schritt durch das LANUK selbst erfolgt.
