The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. Improving external trade statistics and market intelligence - Harmonise regulatory frameworks and upgrade procedures for trade data collection, management and analysis in line with international standards. - Strengthen institutional capacities through training, development of standard operating procedures and professionalisation of trade data management. - Support improved access to trade data and development of analytical tools and market intelligence services for key value chains. Work Package 2: Pilot training courses about rail transport Following Gap Analysis, pilot trainings (classroom/blended/online) test training models and support stakeholder engagement. Trainings are universal, tech-independent, with European aspects where relevant and gender-responsive: inclusive outreach, accessible formats, participation targets for underrepresented groups. The contractor shall identify topics; develop compliant technical curriculum (train-the-trainer, study visits, African/European partners); train 20 railway operators (study visit to Europe); create online course on African railway infrastructure/ operation (TUMI platform); evaluate lessons. Work Package 3: Regional Competence Center: Analysis & Modelling The contractor must develop and assess three alternative models for a regional railway training structure in Africa, including regional hubs and online/blended learning. Each model must define institutional setup, governance, curriculum scope, staffing, and CAPEX/OPEX estimates, ensuring inclusive governance, gender balance, and equal access. The contractor will define design assumptions (target groups, qualification levels, geographic scope, accessibility, alignment with AfDB/EU/Germany, language policy, digitalisation), develop three models-(a) centralized independent legal entity, (b) regional hub-and-spoke, (c) existing offers + online academy-each covering institutional setup, functional scope, delivery modes, partnerships, private sector engagement, and technical/institutional/financial/political risks, assess financial viability through a 10-year plan (CAPEX/OPEX, revenue streams, financing mechanisms, cost-effectiveness, scalability, socio-economic benefits), develop training portfolios and curricula for three priority courses (adapted international material), standardized programs/certifications, and trainer/ToT profiles, outline the centre as an innovation space for business exchange, pilot solutions, and project initiation, and conduct a comparative assessment, evaluating models against relevance, effectiveness, sustainability, scalability, and feasibility, conducting SWOT, and recommending the preferred model. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornDeadline: Aug 11The objective of this assignment is to support the Ministry of Water Resources in identifying and prioritising technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and to prepare a concept for two pilot projects that can serve as a demonstration for future replication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Assessment of irrigation practices and drainage-water generation The contractor is responsible for conducting a comprehensive assessment of current irrigation systems and their relationship to drainage-water generation in the Hillah River System. This includes reviewing existing irrigation methods such as surface, sprinkler, and drip irrigation including the (efficient) use of fertilizer; quantifying irrigation efficiency and related drainage-water volumes and qualities; and analysing the institutional management of irrigation operations. The contractor shall perform a scenario analysis comparing current and improved irrigation and fertilizing practices and quantify how increased irrigation efficiency and better use of fertilizer would affect the volume and quality of drainage water. The analysis shall include different scenarios for climate adaptation measures. The results shall be visualised in maps and datasets to be included in the (designed) Information System with the Hillah River Information System (Outcome Indicator). Work package 2: Identification and prioritisation of reuse options and treatment technologies GIZ shall provide the contractor with a baseline assessment identifying feasible end-uses for treated drainage water, including agricultural reuse, aquaculture, industrial applications, landscape irrigation, and groundwater recharge. The baseline assessment will also include a review of relevant international and regional experiences (e.g. Jordan, Egypt, Iran, and FAO"s WaPOR programme) and initial lessons learned applicable to the Iraqi context. The contractor shall build upon and complete the baseline assessment provided by GIZ by validating and further developing the identified drainage water reuse options relevant to the Iraqi context. This includes assessing a range of conventional treatment technologies as well as nature-based solutions (NbS) suitable for high-salinity and contaminated drainage water in arid environments, using a multi-criteria approach that considers technical feasibility, operational requirements, costs, environmental risks, and institutional capacities. Different potential options (managerial, biological, physical, non-physical) should be discussed and presented in an "option report". The contractor shall ensure that MoWR and key institutions are engaged throughout the assessment process as part of a structured capacity development approach. As part of this process, the contractor shall facilitate targeted learning and exchange activities. These include the organisation of a study tour for MoWR to visit relevant international or regional good practices, as well as an international seminar or conference in Baghdad in which international and regional actors present their experiences and discuss their applicability to the Iraqi context. The contractor shall prepare a bilingual publication summarising these experiences and the insights obtained. In addition, the contractor shall design and deliver two training courses in close cooperation with the MoWR Training Center: (i) a foundational training course on treatment technologies for drainage water reuse, covering technical principles, performance, and operational aspects; and (ii) an advanced training course focusing specifically on drainage water reuse concepts and Nature-based Solutions (NbS), including design considerations, applicability in arid environments, and integration into water management planning. The consultant together with the GIZ team will support the MoWR in identifying 2 pilot projects to be implemented in the Hilla River area. Work package 3: Preparation of pilot project concepts Building on the findings of the previous work packages, the contractor shall support the development of a pre-fesibility (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions. This task includes together with the GIZ team and the counterpart identifying suitable pilot locations based on hydrological, land-use, and environmental criteria; proposing a treatment and reuse scheme; and estimating costs and requirements, and potential financing options. The contractor shall analyze the financing criteria, eligibility requirements, and procedural steps of BMZ and EU co-financing instruments relevant to the implementation of pilot projects on drainage water reuse. Based on this analysis, the contractor shall develop and assess two distinct pilot project options: - a small-scale pilot project designed to comply with BMZ funding criteria, with an indicative financing volume of up to EUR 1 million (up to feasibility level); and - a larger-scale pilot project designed to comply with EU financing criteria, with an indicative financing volume of up to EUR 25 million (up to pre-feasibility level). These include cultural and social norms that prioritise domestic roles over professional careers, limited access to education and training in remote and rural areas, and economic segregation in low-paying sectors. In this context, employment growth in the tourism sector offers a unique opportunity for women's economic empowerment (WEE) in coastal regions. By combining community sensitisation and targeted mobilisation campaigns with direct access to labour market-oriented training and labour market services, this potential can be realised. Sustainability and green practices are becoming increasingly important to tourism operations in Kenya and Tanzania, as environmental concerns directly affect the viability and attractiveness of the countries as tourist destinations. However, current and future employees in the tourism sector often lack the necessary skills to effectively implement these green practices. To address this, it is essential that training programmes for tourism related occupations include a focus on green skills. Such training can cover areas such as waste management, energy efficiency, water conservation and the use of sustainable materials. The Women employment for sustainable tourism (WEST+) project in Kenya, Tanzania and Zanzibar focuses on improving the employment and economic situation of women and youth, particularly in enterprises driving the green transformation of the tourism sector, and building a more inclusive, skilled female workforce for the tourism sector. The public-private partnership project aims to improve employment opportunities for youth and women in the coastal regions of Kenya and Tanzania/Zanzibar, with a particular focus on providing green skills for the usage in the workplace in and around the tourism sector. This initiative addresses critical issues: limited employment opportunities for women and youth, the lack of green skills in training curricula, and a gap between the skills provided by training institutions and those required by the tourism industry. The project consists of three components: (1) multi-stakeholder dialogue; (2) training and employment; and (3) regional and international exchange. Component 1 multi-stakeholder dialogue: Facilitating regular dialogues and exchanges between the tourism industry and training providers (linking public and private stakeholders). The main emphasis of this service contract is on component 2 Training and Employment, which includes conducting a market survey, adapting and developing curricula, preparing TVET centres (equipped by the partner), sensitising local communities about training and employment opportunities for women in the tourism sector (registration and facilitation and application process), advising hotel partner companies on gender-sensitive/gender-transformative HR practices, providing capacity building for teachers and trainers, conducting short courses, reviewing training and curricula, organising work placements (internships) and organising job fairs. The final component 3 Regional and international exchanges: organising study and training visits for TVET staff (and/or students) from TZ to KE and possibly vice versa to facilitate regional exchanges; development of a knowledge product that assesses the impact of the partnership, captures beneficiary stories and presents a scalable, replicable solution for potential replication; development of a communication strategy and presentation of lessons learned in international tourism fora. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations.
