Die Veranlassung bildet die nachfrageorientierte weitere Bereitstellung von industriell-, gewerblichen Ansiedlungsflächen in der Region Sömmerda und Kölleda. Hierfür wurden seitens der Kommunen Sömmerda und Kölleda für die Industriegroßfläche 3 Sömmerda-Kölleda rechtsverbindliche B-Plan-Beschlüsse gefasst. Zur Realisierung dieses Industriegebietes sind u.a. Planungsleistungen für die Freianlagen, die Ausgleichs- und Ersatzmaßnahmen für die Erschließung des Industriegebiets darstellen, erforderlich. Diese Leistung ist Verfahrensgegenstand des vorliegenden Vergabeverfahrens. Die Planungsleistungen werden stufenweise beauftragt, wobei die LPH 1-2 fest und die LPH 3-4 optional und stufenweise beauftragt werden.
