Die Europäische Kommission plant im Rahmen des zukünftigen EU-Raumfahrtprogramms einen EU-Erdbeobachtungsdienst (EOGS) zur Unterstützung autonomer europäischer Entscheidungsfindung in Sicherheits- und Verteidigungsangelegenheiten. EOGS umfasst Satelliten, Bodeninfrastruktur, Datenverarbeitung und Verteilungsinfrastruktur und soll sichere, zuverlässige und zielgerichtete raumgestützte Erdbeobachtungsdaten bereitstellen. Das ESA-Programm ERS-EO bereitet die Implementierung von EOGS vor und fördert dual-use Erdbeobachtungssysteme unter ESA-Mitgliedstaaten. Element 1 von ERS-EO konzentriert sich auf die Vorbereitung und Beschleunigung der EOGS-Implementierung durch Reifung kritischer Komponenten, Konsolidierung der Systemarchitektur, Entwicklung von Schlüsseltechnologien und Validierung kritischer Fähigkeiten.
