The Food and Agriculture Organization of the United Nations (FAO) seeks to pre-qualify qualified organizations to support the assessment, revision and implementation planning of Protected Area Management Plans (PAMPs) in two pilot protected areas: Chon-Kemin State Nature Park in Kyrgyzstan and a pilot protected area in Uzbekistan (site to be confirmed). The assignment will also support the development of practical Technical Guideline(s) for protected area management planning and landscape-level biodiversity connectivity. The assignment will be implemented over a period of 12 months through parallel and coordinated workstreams in the two countries. The Service Provider shall ensure a consistent methodological approach, common technical and quality standards, and overall coherence across the two pilot areas, while adapting the approach to the ecological, socio-economic, institutional and legal context of each country and pilot protected area. The Technical Guideline(s) shall provide practical approaches and tools for assessing existing Protected Area Management Plans and their implementation; preparing and updating management plans; monitoring implementation and management effectiveness; supporting adaptive management and periodic review; and identifying areas of high biodiversity value and developing strategies to maintain and strengthen ecological connectivity among such areas at landscape level. The Guideline(s) shall draw on experience and lessons generated through the two pilot applications. The selected Service Provider shall support FAO and the relevant national authorities through technical assessments, field-based analyses, stakeholder engagement and participatory planning, GIS and spatial analysis, zoning, preparation of action and implementation plans, monitoring frameworks, capacity development and on-the-job coaching, and knowledge transfer. The assignment shall also include the development of targeted awareness-raising and communication materials for global/international and grassroots/local audiences, with particular emphasis on biodiversity conservation, climate change adaptation and mitigation, and sustainable forest management. Within this context FAO Sub-regional Office for Central Asia is intending to sign Letter of Agreement among Non-Governmental Organizations to be awarded with a contract for twelve (12) months. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornThe assignment contributes to strengthening the technical and organizational capacities of subnational administrations and non-state actors in the respective intervention areas regarding sustainable landscape approaches as well as Specific Objective 3 of the EU Action which aims at enhancing the protection and sustainable management of the natural resource base of the economy and agricultural livelihoods. The contractor will work on the development and facilitation of three multi-stakeholder-platforms (MSP) in Western Bharel Ghazal (WBG), Western Equatoria State (WES), and Eastern Equatoria State (EES), aiming for an institutionalized mechanism for sustainable natural resource management within three selected landscapes. The MSPs are collaborative frameworks to bring together diverse actors from different sectors, including government institutions, the private sector, civil society, and local communities, to address shared challenges in sustainable natural resource management. The platforms facilitate the development and implementation of sustainable practices through inclusive and participatory processes. By involving multiple stakeholders, MSPs help to foster social cohesion and to prevent and resolve conflicts related to resource use. They establish negotiation formats and consensus-building processes that reduce risks and improve governance. The project has identified three landscapes for implementation and the contractor shall be responsible for strengthening the capacity of the MSPs in terms of collaboration and decision making, ensuring that the management strategies are effective and beneficial to all involved stakeholders. Implementing training programs on organizational development and technical skills will form a major part of the assignment. Support in the regular "day-to-day" activities are another crucial element requiring close assistance. These activities empower local communities including women, youth, elders and other stakeholders to actively participate in resource management. The contractor will encourage participatory planning processes, where stakeholders jointly develop and implement sustainable resource management plans. This approach ensures that all perspectives are considered, and local knowledge is integrated into decision-making. At the landscape level, the contractor will implement an assessment similarly to a High Conservation Value assessment (including biodiversity hotspot) analysis and a NTFP analysis. Through site-specific measures within the different landscapes the contractor will strengthen local initiatives promoting sustainable (NTFP) forest utilization and related economic benefits for local communities residing within the landscapes, buffer-zone management, conservation, and restoration, with the objective of sustainable natural resource management. Landscape-level change projects seek to involve local actors and generate a longer-term impact, including marginalized groups such as IDPS, returnees and ethnic minorities. The contractor will implement the geo-referenced mapping of the landscapes and their management as well as robust monitoring and evaluation systems to track the progress and impact of the sustainable resource management initiatives. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornDeadline: Sep 07All services contribute to achieve the project objectives of STREAM+ (Output 4 of SPACES II) and comprise four work packages (WP): WP 1 concentrates on mainstreaming, institutionalisation, capacity building and implementation of/for climate-resilient, sustainable and inclusive forest management (SFM+) at the local and strategic-political level, with the following main activities as i) multi-stakeholder workshops to identify solutions for climate-resilient forest use and to strengthen the role of Forest User Groups in SFM+, ii) elaboration and testing of a vertical structure concept of NFA and iii) technical advice on selected forestry policy instruments and for reporting on forest management planning, implementation and monitoring (FMPIM). Selected main results are improved legislation and policies and FMPIM reports. WP2 provides capacity building of NFA, local forest administration, PFE, FUG in planning, implementation and monitoring of SFM+ with the main activities i) advice territorial plan development working groups at local level, ii) elaborate a climate risk study related to forest management, iii) execute a gap analysis on needs of digital precision technologies, iv) improve fire management structures and approaches, v) update planning and inventory methods, v) support the development of SFM+ plans, vi) capacity building on local level regarding silviculture, improved fire management, remote sensing tools, and vii) analyse and recommend relevant actors on basic forest economic data. Selected main results are 15 elaborated and partly implemented plans for SFM+, 2.105.931 ha of forests under sustainable management and 7 local territorial development plans incorporating SFM+ principles. WP 3.a aims on strengthening sustainable inclusive forest-based value chains (VC) with Forest User Groups (FUG) and Micro-, Small- and Medium Enterprises (MSME). The focus is on timber forest products (TFP) from thinning and dead wood as well as non-timber forest products (NTFP). Main activities are i) multi-stakeholder roundtables on VC, ii) elaborate training material and conduct trainings on VC, iii) conduct studies on market opportunities, limitations, feasibilities, iv) advice national partners on the mentioned topics and v) develop recommendations for related policy instruments. Main results are a certain number of studies, capacity building measures and reinforced forestry-related VC. WP 3.b focuses on strengthening entrepreneurial and networking capacities of FUG and MSME with regard to formal markets, adding value and achieving a positive return on sustainable forest management that improves forest health and climate resilience. If feasible, synergies with national business incubator service providers and TVET shall be fostered. Main activities are i) support to selected FUG to become private entities to implement SFM+ activities, ii) a capacity-building needs assessment and relevant training for incubator service providers, iii) capacity building to FUG and MSME regarding organisational and entrepreneurial capacities, building strategic partnerships, business plans, product development, work safety and traceability systems. Main results are i) 10 FUG with a bankable business plan for forest management, ii) 3 user agreements for legal and sustainable use of TFP and NTFP and iii) 100 (green) jobs supported.
