Die Flächen sind im Stadtbesitz. Nach Fertigstellung werden Stellplätze einzeln an Grundstückseigentümer verkauft. Die Gestattung der PV-Anlage (Unterkonstruktion, Errichtung, Wartung) wird in Kaufverträgen und Grundbüchern gesichert. Ein Entgelt an Eigentümer ist nicht vorgesehen; diese profitieren von Überdachung und Erfüllung der NBauO. Der Betreiber nutzt die Flächen zur Stromerzeugung.
