This specification sets out the requirements for refurbishment works to six-wheel (6x4) rigid tipper trucks, typically 26-tonne GVW, and haulage plant. The initial contract comprises 4 No. six-wheel (6x4) rigid tipper trucks, with provision for up to 3 No. additional units. The contract shall also include general steel fabrication repairs to Council-owned plant, together with maintenance and preventive works to Council-owned plant as instructed during the contract period. All works shall be carried out at the Contractor’s approved premises unless otherwise agreed in writing by the Council. The works shall include, but shall not be limited to: • Complete abrasive blasting of the tipper body interior and exterior, chassis, subframe, differentials, springs, mudguards, hydraulic components and wheel outer faces. • Bodywork repairs, including structural and cosmetic repairs, and Hardox floor replacement or overlay where required. • Installation of aluminium side protection strips to protruding sections of the body. • Cab undercarriage and panel repairs, particularly under wheel arches, cab steps, lower panels and any other areas showing corrosion, rust holes or damage. • Complete repainting of the plant body in colours approved by the Council. • General steel fabrication repairs to Council-owned plant. • Maintenance and preventive works to Council-owned plant • Replacement of bushings at tipping ram anchor points and rear tipper hinge assemblies, where required. • Removal and refitting of toolboxes and ancillary components as necessary to facilitate proper preparation and coating. • Application of the full protective coating system and reinstatement of all safety markings.

Offaly County Council_448TullamoreDeadline: Jun 30Offaly County Council intend to establish a Framework Agreement for use with a Term Maintenance and Refurbishment Works Contract (TMRC) to carry out pre-let repairs and refurbishment works on council owned stock. The properties will be mainly vacant but some will be occupied during the works. It is expected that works will be carried out on approximately 35 houses over the intended 1 year term of the contract. Approximately 30 per cent of the properties will require major works e.g. EWI (Solid Walls), re-plumb, rewire, replace windows and doors, Heat pump, close up chimney etc., new bathroom, kitchen and internal doors, replace boundary fencing, paint internally, all other standard servicing and replacement for items for pre-lets, etc. The other 70 per cent will require standard works e.g. service or replace existing gas/oil boiler, replace external teak doors, service windows, kitchen, bathroom (replace taps, handles, seals, etc), extend tiling around bath, top up attic insulation, electrical checks and minor repairs/additions, fit new alarms, fit new immersion and cylinder, service/replace iron monetary on internal doors, paint internally, tidy up externally, replace/repair boundary fences if needed, remove waste and contents etc. It is proposed to establish a multi-participant framework list of qualified participant contractors who can be called upon to carry out Task Orders under the terms of the TMRC. A list of 12 participants and 5 reserve participants will be established, participants will be ranked on lowest price and must qualify under the requirements of the Suitability Assessment Questionnaire. All items listed in Volume C Pricing Document must be priced. It is intended to award works using Option C (Application of framework rates) of the Agreement for the majority of the properties requiring works. The process will proceed as follows: When a pre-let becomes available to repair, Offaly County Council staff shall visit the property to inspect it, take measurements and prepare a works list by selecting the appropriate items from the pricing document. The council will, without consulting the participants (contractors), apply the framework rates tendered in each framework participants pricing document to the quantities and having extended the rates and quantities and summed them, determine the lowest comparative price. A task order will be offered to the framework participant with the lowest comparative cost. Alternatively, Offaly County Council may hold a mini tender competition under Option A (Mini-competition with all participants) of the Agreement among framework participant contractors who have met the mandatory criteria. The participants will be asked to price the list of works for the property via e-tenders quick quote system. The participant will be deemed to have thoroughly review all information supplied with the task order / mini competition tender and have acquainted themselves with the nature, scope, and extent of all proposed work before responding to the Task Order / mini competition in accordance with the conditions of contract. All participant contractors will have to be first approved by Offaly County Council Health Safety Officer to perform the duties of PSCS before being appointed. The framework agreement includes the following works: Annual inspections The annual inspection includes two meetings, in one turn, a check of the gas warning system + one calibration is carried out in the second turn-out, only one calibration will be carried out. Louth County Council_381DundalkLouth County Council has three closed landfills which are under licence by the EPA. At site Number 1-Whiteriver landfill, there are seven side slope risers each with a leachate submersible pump and level sensor. The depth of these pumps varies from between 30 and 80 metres. The Council as part of licence conditions are required to maintain a level below 1 metre in depth in each side slope riser sump. The lagoon level is required to be below 1.90 metres. All side slope risers and lagoons are linked by level sensors, programmable logic controllers and underground wiring to a scada system. The site is supplied by single and three phase supply. At this site there are several buildings including a weighbridge, internal and external WC, office, store, canteen, engine compound WC, engine compound switch room and engine compound store/office. Each building has lighting circuits and power outlet sockets (note no power outlet sockets in WC’s). In addition, there are several external lighting circuits, hot water boilers, fixed heaters and groundwater pumps. There are seven external control panels associated with the side slope risers and a number of external control panels associated with the aeration unit, surface water lagoon, generator switch over point, electrical kiosks. There are also several internal control panels in the office, weighbridge and engine compound rooms. At site Number 2- Drogheda landfill, there are two sumps used for pumping sewage and surface water. Both have a duty and standby pumps and associated control panels. At the flare compound there are electrical sockets and electrical panel which operates an air compressor. At site Number 3-Dundalk landfill there is one sump with a duty and standby pump plus associated control panel which pumps to the sewer. All sites will require one full electrical test during the duration of the contract and testing of RCBO’s every six months. Ropes and chains are tested every six months.
