The assignment comprises operational and maintenance assignments, with function responsibility for some of the assignments, on national roads and national foot/cycle paths as well as selected county roads with the accompanying side facilities, side areas, equipment and installations, in Storfjord, Kåfjord, Nordreisa, Kvænangen, Alta and Kautokeino municipalities in accordance with the road list given in chapter. D2-V1 and D2-S20. The contract will be valid from 01.09.2027 to and including 31.08.2032 for all the assignments that have been described. The road network included in the assignment (including metrated arms, ramps, junction parts and side-system parts, but not including annexes or oncoming roadways) consists of: 561,551 km road in total whereof 481,411 km national road 18,432 km county road 61,709 km national foot and cycle path The work will be settled with a round sum for round sum processes, in accordance with quantities and unit prices for other processes and as maths works in accordance with hourly rates for crews and machines. By agreement, the parties can extend the contract to also apply for a period of further 12, 24 or 36 months, cf. chapter C3, point 21 (cf. C4, point 10). The builder has the option to extend the contract for 12 months, from and including 1 September in the year. the contract had been agreed to terminate (i.e. either at the end of the original contract period, or at the end of extended contract period in accordance with the previous section), up to and including 31 August the following year.

OFA IKSGJERSTADGjerstad municipality shall enter into framework agreements for winter maintenance on municipal roads. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. It is the tenderer ́s responsibility to ensure that winter maintenance is carried out in accordance with the current service level (self-call-out) in accordance with the current requirements. The contracting authority has the right to call out the tenderer to perform services under the contract when he sees a need for this or finds this appropriate. For further information on the contents of the procurement, please refer to part 2 Annex 1 with sub-annex. The procurement is divided into two lots. Troms fylkeskommuneTromsøIn November 2025, the contracting authority carried out a round of hearings in the market to uncover which tenderers had the opportunity to deliver to the various areas in the county, after which bakehuset Nord-Norway was the only supplier who stated to be able to deliver to all areas. The competition was decided divided into four limited geographical areas; Tromsø and the surrounding area, Nord-Troms, Midt-Troms and Harstad and the surrounding area, in order to facilitate participation from smaller local tenderers. More stringent requirements were made to use e-commerce and assortment for the areas North Troms, Mid-Troms and Harstad and the surrounding area, compared to the tromsø and surrounding parts of the contract - where it was known that the market was more mature for stricter requirements. The competition was held as an open tender contest in March 2026. Bakehuset Nord-Norway was then the only person who submitted tender offers on the sub-contracts Nord-Troms, Midt-Troms and Harstad and the surrounding area, but was rejected as a result of errors in the tender documents. Sub-contract Tromsø and the surrounding area was awarded to another tenderer. In subsequent dialogue, Bakehuset Nord-Norway AS has confirmed that they fulfil all requirements in the requirement specifications and that they can deliver on all the remaining sub-contracts. Based on the hearing replies and the result of previously completed competition, the contracting authority assumes that Bakehuset Nord-Norway AS is the only supplier in the market.
