Bergen kommune - Bergen VannBERGENDeadline: Aug 01The dynamic purchasing system (DIO) shall be used for the procurement of consultancy and consultancy services within, among other things, area planning, administration and management, engineering design, development, control and preparation of competition documents. The scheme shall primarily be used for small and medium sized assignments. Very extensive and complex assignments, or assignments that require specialised expertise, will not be announced in this scheme. Bergen municipality will also assess whether the tenderers in the scheme have relevant competence for the assignment in question when holding competitions. The scheme comprises consultancy and consultancy services in building and construction subjects as well as architect services (ARK and LARK), including, among other things: * Engineering design services for building and construction * Project administration * Construction management and builder ombudsman * Reviews, analyses and condition evaluations. * Ground surveys * Zoning work and area planning * Building engineering inspections (independent inspections) * Consulting in lighting and acoustics * Preparation of competition documents CONTRACTING AUTHORITIES The scheme applies for all of Bergen municipality. Actual requirement holders are i.a.: * Development Department * The Agency for Buildings and Property * The Agency for Housing Management * Water and sewage department * Agency for Urban Environment * The Agency for Sports Affairs * The Agency for Planning and Building RELATION TO EXISTING AGREEMENTS The dynamic purchasing system will supplement the existing framework agreements. If there are framework agreements that the municipality is obliged to use, these will take precedence. The municipality reserves the right to carry out some procurements outside of dynamic purchasing schemes, for example, for large or particularly demanding assignments. Bergen municipality has also established DIO 067-2026 Dynamic purchasing system for consultancy services. The competitions in this scheme will primarily be connected to the areas of organisation development and performance audits. INFORMATION TO SUPPLIERS Tenderers who participate will be notified of relevant competitions. Tenderers are not required to cover the entire breadth of the services. Neither are all tenderers expected to submit tenders in all competitions. The municipality needs a more robust and flexible scheme that can ensure stable and predictable operation for several users with different needs profiles. It is particularly important to ensure safe handling of absence, low turnover in the assistant group and good continuity of the service delivery. The dynamic purchasing system is being established to give the municipality continuous access to qualified tenderers who can provide complete BPA services, at the same time as user participation and structured cooperation with relatives and guardians. Description of the delivery The procurement is for the establishment of a dynamic purchasing system for user-controlled personal assistance (BPA) for Tolga municipality.
