The services described in the documents of this tender procedure consist of providing specialized technical assistance to support the Peruvian State in the OECD accession and post-accession processes, with a focus on strengthening the institutional capacities of the center of government and implementing reforms aligned with international standards. The services are primarily aimed at strengthening institutional conditions for evidence-based policymaking through the development of instruments, methodologies and coordination mechanisms that enable the effective implementation of OECD recommendations. In addition, the services should promote multi-level and multi-stakeholder governance approaches, ensuring the participation of different sectors and levels of government in the design and implementation of reforms. Interventions are expected to generate scalable and replicable results, strengthening the State"s capacity to sustain and institutionalize the progress achieved. The services shall also incorporate a cross-cutting gender approach and promote equal opportunities, as well as institutional sustainability criteria, ensuring that the tools, methodologies and instruments developed can be continuously adopted and used by the relevant public entities. In this context, the following workstreams shall be carried our: - First, provide technical support for the development of institutional conditions that enables efficient management of the accession and post-accession processes. This includes the design and strengthening of institutional frameworks, legal instruments, methodologies, monitoring systems, indicators and coordination mechanisms among public and non-public stakeholders, considering sustainability criteria, gender mainstreaming and alignment with OECD standards. - Second, develop action plans for the implementation of prioritized OECD recommendations, in coordination with center of government institutions. This shall include the preparation of technical diagnostics analyzing the current situation in the country, the legal and institutional framework, existing capacities and gaps in relation to international standards, as well as benchmarking against OECD member countries. Furthermore, participatory working spaces with public and non-public stakeholders shall be designed and facilitated for the development and validation of the action plans. These plans shall include objectives, expected results, lines of action, indicators, responsibilities and timelines, ensuring coherence with existing public policies, institutional feasibility and long-term sustainability. In addition, the methodology used for their design shall be systematized to ensure replicability. - Third, design and implement instruments for evidence-based policymaking that contribute to improving the quality of public decision-making. These instruments shall be aligned with international good practices, applicable to the Peruvian context and, in at least one case, incorporate gender impact analysis. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. 10001623-Technical Assistance to implement gender-responsive solid waste management / circular economy and green public spaces in India
The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP.
