The Customer is the central bank of Denmark and is an independent, self-governing institution established by law. One of the Customer's main objectives is promoting safe settlement of cash. This is done by issuing banknotes and coins and ensuring that payments can be settled between banks. The Customer has an exclusive right to issue Danish banknotes as legal tender within the territory of Denmark. The monetary unit in Denmark is the Danish krone. The current denominations of banknotes are 50 kroner, 100 kroner, 200 kroner and 500 kroner. In a strategic move announced during a press conference on November 30 2023, Danmarks Nationalbank revealed its initiatives to ensure the continued relevance of cash in Denmark, and it was decided that the latest 1000-krone banknote and several older banknotes would no longer be legal tender after 31 May 2025. The purpose of this tender is to establish a relation with one supplier that can supply a Banknote Destruction System corresponding to DIN 66399 standard, P5 or a similar standard, and to ensure a long-lasting partnership as regards maintenance and support of the system. The overall tasks of the new Banknote Destruction System are: • State of the art shredding or granulation banknotes in larger quantities • Robust and efficient The Banknote Destruction System shall be able to carry out the above-mentioned tasks with high scale number of banknotes.

In a strategic move announced during a press conference on November 30. 2023, Danmarks Nationalbank revealed its initiatives to ensure that cash remains a safe and efficient means of payment in the future. Recognizing the enduring importance of cash transactions, efforts are being made to enhance the safety and efficiency of banknotes, aligning them with technological advancements. The contracting authority is set to issue a new banknote series, anticipated that the first two (2) denominations are delivered in 2028 and the two (2) remaining denominations are delivered i 2029. All banknote series, except the current 2009 and 2009A series featuring bridges and artifacts, have been rendered invalid after May 31. 2025. Notably, the upcoming series will exclude a 1000-kroner note, and the existing 1000-kroner note have ceased to be valid currency in Denmark after May 31. 2025. For the first time since the closing of the printworks, the contracting authority has collaborated with an external security printer to craft the new banknotes. The new banknote series will consist of 4 denominations (50-, 100-, 200- and 500-krone). Despite this external partnership, we have been deeply involved in the design process, guaranteeing the preservation of Danish design traditions and cultural nuances in the appearance of the new banknotes. With this procurement, the contracting authority anticipates entering into a contract with a security printer mid-2026. As stated in Appendix 1 (Specifications) the contracting authority will submit complete and approved design for all the four (4) denominations that will be subject for production during the contract. Minor adjustments to the design will be needed as further decribed in Appendix 1 (Specifications). The paper documents shall be shredded/destroyed at security level P4 for all sub-contracts. For sub-contract Oslo, the tenderer shall offer shredding/destruction of paper documents for direct burning as an option. The objective of the procurement is to ensure secure, cost effective and environmentally friendly disposal of paper documents in accordance with laws and regulations and in accordance with the terms stated in the contract. SYKEHUSINNKJØP HFVADSØThe justification for awarding to the Contracting Authority assesses that there is a basis for entering into a temporary contract directly with Vivicta AS. The contracting authority will not use this notice as a final choice for future administrative digital target architecture, system model or contract structure. Future strategic direction shall be assessed through a separate management process, market dialogue and any procurements. The justification for the temporary contract is that the contracting authority is in a forced continuity situation connected to the existing production system. The situation is triggered by the manufacturer/supplier ́s technological direction and information that the current delivery platform cannot be continued unlimited. At the same time, future strategic direction for the administrative system landscape is not finally defined. Within the available timeframe, the contracting authority ́s assessment is not a real and reliable alternative that can ensure a continuation of the existing production system and the accompanying performance critical administrative core functions without unacceptable operational risk. The existing system has been established, configured and integrated over a long period of time. It is included in ongoing finance, invoice, reporting, integration and data basis processes. The system has integrations, data, roles, access structures, reporting set-up and management routines that are connected to the existing delivery model and the tenderer's operational and management responsibilities. The contracting authority will assess that clarification of future target architecture, market dialogue and any procurements for this system area will require considerable time. A procurement process is expected to take at least 12 months, and subsequent implementation, migration, testing, training, integration work and production will normally require a further 12-24 months. An immediate competition for full compensation or future target architecture will therefore not be able to help the acute continuity need. Alternative suppliers will also not be able to take over responsibility for the existing production system in a proper manner within the available deadline, without access to the necessary rights, system competence, operational environment, history, configuration, integration knowledge and supplier specific management competence. The agreement is, therefore, time-limited to what is deemed necessary to ensure reliable operation and continuity of the existing production system and the accompanying business critical administrative functions until the contracting authority has completed strategic clarification, market dialogue and any procurements. The agreement period is 3 years, which is the minimum time for binding. Legal basis The contracting authority assesses that the terms for direct contract award are fulfilled for the temporary contract. The legal basis will particularly be assessed against the procurement regulations § 13-4 letter b no. 2 and/or no. 3, where the procurement without a competition can be used when the service can only be delivered by a specific supplier for technical reasons or due to sole rights, provided that there are no reasonable alternatives and that the missing competition is not due to the contracting authority having adapted the procurement to a specific tenderer. The contracting authority emphasises that the assessment concerns a narrow and temporary continuation of the existing production system and associated activity critical administrative functions in a limited transition period. This does not apply to a general assessment of the market for future administrative digital systems and it does not involve a permanent choice of future platform, system architecture or supplier. The contracting authority estimates that at the time of the temporary contract there is not a reasonable and reliable alternative to Vivicta AS in order to ensure continuity of the existing ERP system in the period. The lack of competition is related to time critical and technical/operational continuation of an established production system, not to the contracting authority ́s future strategic needs. Subsidially, the need will also be assessed in light of the narrow exception rules on time-critical conditions and the necessary measures to safeguard continuity, but the contracting authority places decisive emphasis on the contract being for the technical and operational continuation of the existing system, not permanent choice of future ERP system.Framework agreement for the purchase of exercising equipment, operation and maintenance.
