Hansel is planning a procurement of provision of charter flights for passengers with small business aircraft. The charter flights are to be flown in accordance with customer-specific destinations and customer-specific timetables. Flights may be regular or non-recurring. This procurement does not cover air transport services provided with helicopters. Charter flight services shall fulfill the regulations of the European Union’s mandatory legislation and of mandatory Finnish laws and decrees as well as regulations issued by the Finnish authorities. Hansel plans to require the chosen supplier to have Finnish-speaking customer service. The term of the agreement shall be approximately three (3) years. GENERAL Please note that this is a prior information notice (hereinafter "notice") and that this notice is not yet a call for tenders. The information provided in this notice is preliminary and may change during the preparation. REGISTRATION Interested companies are invited to send their contact details by e-mail to [email protected] with the subject line "Hansel: Charter Flights - Registration". The personal data of the registered persons will only be used for contacts related to this upcoming procurement. MARKET DIALOGUE Companies that register their interest by 15 September will be given the opportunity to participate in the market dialogue regarding the forthcoming procurement of Charter Flights – Small Business Aircraft. Hansel will provide registered companies with draft procurement documents, including the draft call for tenders and its annexes, approximately during September. Registered companies will be given the opportunity to submit written comments on the draft documents by the deadline indicated by Hansel. In addition, Hansel reserves the right to organize supplementary meetings with individual companies if further clarification or discussion about written comments is considered necessary for the preparation of the procurement documents. Participation in the market dialogue is voluntary. Participating or not participating in the market dialogue does not prevent participation in the upcoming procurement procedure.

UN SecretariatKenyaDeadline: Oct 01The United Nations intends to establish a global Standby Air Charter Arrangement (SACA) for the provision of Narrow-Body and Wide-Body Fixed-Wing Jet Aircraft services in support of United Nations Peacekeeping Missions and Special Political Missions. Services will be required on an ad hoc basis for the worldwide transportation of passengers, cargo, or a combination thereof. The arrangement is expected to commence on or about 1 January 2027, or soon thereafter, for an initial period of one (1) year, with an option to extend for one (1) additional year. Anticipated utilization is up to 240 flight hours during the initial year and up to 480 flight hours if the option is excercised. Requirement comprises the following aircraft categories: 1. Narrow-Body Fixed-Wing Jet Aircraft with an approved passenger seating capacity of 100 to 200 seats, inclusive. 2. Wide-Body Fixed-Wing Jet Aircraft with an approved passenger seating capacity of 201 seats or more. 3. One or multple aircraft types and tail numbers may be proposed under either or both categories, provided each aircraft is certified for passenger operations and passenger and/or cargo configurations in accordance with the Operator's approved Air Operator Certificate. Operators shall maintain sufficient aircraft, qualified personnel and operational resources to respond to task requirement with seventy-two (72) hours or less advance notice and, where feasible, urgent requirements within twenty-four (24) hours. Operations may be required in austere, high/hot, limited-infrastructure or otherwise challenging environments worldwide. The Operator shall remain responsible for operational control and shall be self-sufficient in securing permits, flight planning, fuel, ground and passenger handling, crew support, maintenance, communications, reporting and other arrangements necessary to perform each task. Interested companies must demonstrate: A. Valid Air Operator Certificate and Operations Specifications, Certificates of Registration and Airworthiness, applicable insurance, aircraft ownership or lease documentation, and a satisfactory safety record for the preceding five (5) years, with no open or active ICAO Significant Safety Concerns applicable to the Operator or relevant authorities. B. Compliance with applicable ICAO Standards and Recommended Practices, including Annexes 1, 6 and 8, and aircraft capability for IFR/IMC and authorized night operations, RVSM, ACAS II, EGPWS, weather radar, appropriate communications and navigation systems, emergency and survival equipment, and Stage 3 compliant engines. C. Qualified and current flight, cabin and maintenance personnel, including at least two pilots per flight, ICAO English language proficiency Level 4 or higher for personnel involved in radio communications, international and high/hot operating experience, and a focal point available on a 24/7 basis. The EOI response should include a concise company profile; details of relevant international charter experience and worldwide operational capability; proposed aircraft category or categories, aircraft types, registrations and seating capacities; evidence of the principal licenses, certfitications, insurance, safety and quality systems, and ownership or lease arrangements; confirmation of availability within the required notice periods; and contract details of an authorized representative.
