Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. The services to be provided in the context of this call for tenders support the scaling up of Energy Management Systems (EnMS) in municipal organisations in Pakistan, with a particular focus on water supply and sanitation companies. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation. In order to provide the service, the contractor should put together a sufficiently large, qualified, and experienced team of experts based on the required expertise, with a focus on ensuring adequate on-ground time to provide the necessary hand-holding and continued support for the implementation of project activities with the selected municipal partners. The team should also be able to engage with the selected political counterparts to be covered. The proposal for the tender should outline the strategy for task fulfilment, specifying personnel roles and the overarching internal management concept to be used as the basis for processing orders, including financial backstopping. Part of the fulfilment of the contract includes regular reporting to the project on progress made in achieving the objectives. Scaling Up Implementation and Institutional Capacity for Energy Management Systems (EnMS) in Pakistan
The services to be provided in the context of this call for tenders support the scaling up of Energy Management Systems (EnMS) in municipal organisations in Pakistan, with a particular focus on water supply and sanitation companies. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation. In order to provide the service, the contractor should put together a sufficiently large, qualified, and experienced team of experts based on the required expertise, with a focus on ensuring adequate on-ground time to provide the necessary hand-holding and continued support for the implementation of project activities with the selected municipal partners. The team should also be able to engage with the selected political counterparts to be covered. The proposal for the tender should outline the strategy for task fulfilment, specifying personnel roles and the overarching internal management concept to be used as the basis for processing orders, including financial backstopping. Part of the fulfilment of the contract includes regular reporting to the project on progress made in achieving the objectives. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. GIZ is implementing the technical cooperation project ProCircular between 2025 and 2027 and will launch the ProEficiencia project in 2026 in Peru. ProCircular aims to enhance the adoption of resource-efficient and climate-friendly circular economy practices among companies in the manufacturing and commerce sectors across selected value chains. In parallel, ProEficiencia focuses on promoting the integrated use of carbon-neutral technologies in the same sectors, in support of Peru"s Nationally Determined Contributions (NDCs). Both projects target groups: - Companies with a significant environmental footprint and potential for circular and low-emission innovation; - Technical and managerial staff from public institutions (e.g., PRODUCE, MVCS, MINAM, regional governments); - Business support entities such as Centres for Productive Innovation and Technology Transfer (CITEs), Chambers of Commerce, and specialised technical service providers; - Women-led enterprises and stakeholders, particularly in underrepresented value chains and regions. The contractor will support the implementation of the following working packages: For ProCircular, the working package and main activities are: Work Package 1: Scaling up good practices in circular economy business models with a value chain and gender approach. This package aims to strengthen the enabling conditions so that successful circular economy practices can be adopted, replicated and scaled up at territorial and business levels.
