It is a set of policy initiatives with the overarching aim of making Europe climate neutral by 2050. The "Economics of Climate Change, Energy and Transport" Unit (JRC.C.6) of the Joint Research Centre supports the European Commission’s European Green Deal by performing economics-based research in several areas related to energy and climate change. This work includes the development of a reference toolset of economic models and the completion of associated research activities to improve the models' reliability and robustness. The JRC.C.6 Unit is based in Seville, Spain. JRC.C.6 is seeking to strengthen its socio-economic research and modelling capabilities by expanding its coverage of modelling areas and by updating and improving its existing models and toolsets. The unit JRC.C.6 maintains, develops and applies a number of quantitative tools to analyse the impact of different policies on the energy demand and supply sectors, as well as tools for macro-economic modelling. This toolset comprises the EU and global partial equilibrium models POTEnCIA and POLES including their corresponding databases (notably JRC-IDEES), and the global general equilibrium model JRC-GEM-E3. All these tools are able to provide model output in terms of CO2 emissions. The comprehensive modelling of climate change mitigation scenarios requires additional information as regards non-CO2 greenhouse gas emissions as well as on emissions and sinks related to land use, land use change and forestry offsets (LULUCF). Besides, climate action can have important co[1]benefits in terms of reduced emissions of air pollutants and of improved air quality. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation. In order to provide the service, the contractor should put together a sufficiently large, qualified, and experienced team of experts based on the required expertise, with a focus on ensuring adequate on-ground time to provide the necessary hand-holding and continued support for the implementation of project activities with the selected municipal partners. The team should also be able to engage with the selected political counterparts to be covered. The proposal for the tender should outline the strategy for task fulfilment, specifying personnel roles and the overarching internal management concept to be used as the basis for processing orders, including financial backstopping. Part of the fulfilment of the contract includes regular reporting to the project on progress made in achieving the objectives. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornShort Project Description: Nigerian Energy Support Programme (NESP) NESP is currently in its third phase (June 2023 - May 2027) and still funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3.
