ACHILLES UTILITIES NCE is a joint qualification system for suppliers and contractors to utilities in Nordics and Central Europe. It's operated by Achilles under Article 77 of Directive 2014/25/EU. The subscribing utilities will use ACHILLES UTILITIES NCE for tenderer selection for contracts and framework agreements subject to EU procurement rules, but reserve the right to publish individual notices for specific requirements where they deem it necessary, even though they relate to the product and service categories covered by ACHILLES UTILITIES NCE. The qualification system may be used for contracts not subject to EU procurement rules at each subscriber's discretion. The present Qualification System is intended to replace the EU-111 Qualification System, as set out in TED notice 2020/S 125-307189. With regard to the former EU-111 Qualification System, a transitional period applies for parties qualified under that Qualification System, in which new parties also may apply for qualification and have time to get qualified. At the latest 18 months after the publication of this EU-490 Qualification System, the EU-111 Qualification System will cease to apply. It is at TenneT’s sole and only discretion to determine, in the event of a tender with the same scope as the Qualification Systems to be held during the transitional period, whether that tender is to be conducted under the old EU-111 Qualification System or the new EU-490 Qualification System. IÉ invites applications to participate in the pre-qualification process to appoint suitably qualified companies to a qualification system for Tree Felling and Vegetation Removal that may arise on a planned or emergency ad-hoc basis. These requirements can often include the need for ancillary services in conjunction with the main works of Tree Felling and Vegetation Removal. This Qualification System will consist of different types of work, including the below: • “Planned Works” - will apply to planned routine Tree Surgeon works. These will be notified and planned in advance of the works taking place based on a survey or recommendation by Irish Rail and its representatives. Irish Rail will allow sufficient time for tenderers to tender for these services. • “Emergency Works” - will apply to emergency works based on critical safety situations due to circumstances such as weather events, sudden or unpredicted safety concerns etc. and all other reactive situations where safety of the railway is of a critical and time sensitive nature.
