Voraussetzung ist die vollständige Rücksendung der angeforderten Teilnahmeunterlagen. Es gelten einheitliche Vertragskonditionen und Zugangsverfahren; individuelle Verhandlungen finden nicht statt. Der Beitritt ist jederzeit möglich, Exklusivität besteht nicht. Bei späteren Ausschreibungen von Exklusivverträgen können die Verträge beendet werden.
