Three sub-contracts shall be signed, including one ongoing service contract and two framework agreements. A contract shall be signed with one tenderer per sub-contract, but one tenderer can submit tenders for one or several of the sub-contracts and can be awarded several sub-contracts. The sub-contracts include the following: Sub-contract A: Ongoing service agreement for driving pupils in connection with regular school transport of pupils with dangerous school roads. This includes i.a. driving pupils to and from schools during the entire school year, with the exception of holidays, holidays etc. Sub-contract B: Framework agreement for transporting taxis and maxitaxi for various municipal assignments. This includes i.a. driving of users connected to the municipality ́s day centre, residential and welfare centres, driving employees in assignments, as well as driving older users. Danish Ministry of Defence Acquisition and Logistics OrganisationBallerupDeadline: Aug 18The Danish Defence is putting the acquisition of Chartering of additional sealift capacity (Vessels) up for tender through a Framework Contract based on mini-competition. JMTO ARK is the contracting party of the Danish-German ARK Project (ARK Cooperation) which gives access to strategic sealift. This includes RORO vessels with special ARK features at time charter. The ARK Cooperation includes close coordination with Movement Coordination Centre Europe (MCCE) and 30 other nations joining this Cooperation. The objective of this Framework Agreement is to improve the ARK Project's access to additional sealift capacities including swift access to the civilian shipping market for chartering of primarily additional RORO vessels and occasionally other specific vessels and sea-based platforms and the opportunity to achieve market surveys and information. The Framework Agreement is intended to be used for transportation of varying cargo in terms of items, size and shapes. This includes, but is not limited to, transportation for both national and international military purposes and support of the need for transportation of military equipment and other commodities for sustainment or in support of own or allied military operations, missions, training exercises, humanitarian disaster relief, routine transports and other tasks such as the use of sea-based platforms for various tasks. The chartering method will primarily be based on "TIME CHARTER" or "VOYAGE CHARTER". Secondary chartering methods will be "TRIP TIME CHARTER", "CONTRACT OF AFFREIGHTMENT" and "BAREBOAT/ DEMISE CHARTER". JMTO wants to prequalify suppliers who will assume the role of primary contracting party towards JMTO for all deliveries under the Framework Agreement. The supplier shall bear full contractual responsibility for all services delivered, including chartering of vessels. The supplier may utilise subcontractors (including ship owners/operators) for the performance of the services, but shall remain solely responsible towards JMTO. The supllier must have experience within the civilian RORO market including experience with chartering of RORO vessels and must be able to source and provide sealift options world-wide on request, as well as arrangement of charter agreements primarily within the RORO segment supplemented with the supplier's staff's ability to support chartering of at least one, and preferably two or more, other vessel types (e.g. ROPAX, Ferry, MPP, PCTC, CONT, Heavy lift, Supply vessel and tankers). The supplier shall act as the single contracting party towards JMTO for all charter agreements entered into under the Framework Agreement. This entails that the supplier shall find, offer, contract, deliver and receive payments as charter hire for the vessels. The history of transports conducted by JMTO ARK includes: > Transportation of heavy tracked vehicles, trucks and similar equipment from the continent to the area east of Suez along with sea containers with dangerous goods. > Transportation of containers with chemicals from Syria and Libya to destruction sites at the continent/Northern Europe. > Transportation of vehicles and containers from Eastern Africa to Western Africa in support of the UN Campaign to fight the outbreak of Ebola in this region. > Transportation of heavy tracked vehicles, trucks, small vehicles and con-tainers from Denmark and Allied Nations to and from various exercises and operations, including transports from continent to USA, The Falkland Islands, Western Africa, Mediterranean, East of Suez, Northern Norway, Australia, India, Alaska and Greenland. > Larger exercises and deployments are typically performed during a short period of time which require multiple vessels for the same and short period. The typical duration of Time Charters for this Contract varies from 1 week to 7 months. However, this shall not exclude the possibility to arrange longer charter periods and for some occasions more vessels have been chartered for the same event. JMTO expects that the geographical area of operating will be within the continent-area but can be extended to worldwide operations. Mandatory requirements for the supplier under the Framework Agreement: > The Contractor shall be able to provide RORO vessels at TIME CHARTER and VOYAGE CHARTER. > The Contractor shall be able to provide other types of vessels than RORO at TIME CHARTER and VOYAGE CHARTER. > The supplier shall act as the single contracting party towards JMTO for all charter agreements, assuming full contractual responsibility for the delivery of the chartered vessel. > The supplier shall be accessible 24/7/365 (via switch-board). > The supplier shall be able to provide vessels flagged in NATO and EU countries. > The supplier shall have at least two employees with operational responsibility capable of conducting charter agreements. > The supplier shall have an office in a NATO country at the European Continent. > The supplier's key employees involved in the Framework Agreement shall be eligible to obtain a NATO security clearance, and the process for obtaining such clearance shall be initiated no later than 60 days following contract signature. Tasks requiring security clearance may not be assigned to a supplier that has not obtained the required security clearances. Details of the service we require are listed below: i) To provide suitable equipment, vehicles, labour and services on a 6 day a week basis to move packs of MDF from the Medite production site to different warehouse locations in the Clonmel, South of Ireland area. ii) To provide a sustainable solution to the tender offering. iii) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. iv) Delivery zones are within a 1km radius and 20km radius from the Medite production site. v) Additional delivery zones to be advised as and when required and prices on a pro-rata basis. vi) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. SPECIFICATIONS OF THE SERVICES REQUIRED (a) To provide a certified articulated tractor unit to carry the maximum 44mts allowable on the public roads this unit to be dedicated to the Medite DAC operations unless otherwise agreed. (b) To provide a sustainable option to Medite that will positively reduce the facilities’ carbon footprint under scope 3. Note Scope 3 definition “encompasses emissions that are not produced by the company itself, and not the result of activities from assets owned or controlled by them, but by those that it's indirectly responsible for, up and down its value chain. An example of this is when we buy, use, and dispose of products from suppliers”. (c) Regular Drivers fully certified CPC with a knowledge of Warehouse and Port Operations to be assigned to the Medite Europe DAC work. One nominated driver required at all times. (d) To provide a safe efficient shunter service on trailers with 24.00mts of MDF packs to the various warehouses located in and around the Clonmel and South Tipperary area. On rare occasions shunting may be required from Medite to SmartPly (Belview Port) within a 50km radius. (e) 2 x 13.3mt curtain sided Trailers with Headboards to be provided and dedicated to the Medite operation. The service provider is responsible for ensuring this equipment is in good order and available at all times. (f) Experienced labour to de- couple the truck tractor unit and re- couple the trailers truck unit. Labour to be on site at all times during shunting operations. An ability to provide replacement personnel in times of illness or vacations essential. (g) Appropriate Ratchet straps certified and in good order to be supplied and maintained. Experienced personnel to tie down the packs prior to shipping to the warehouses. (h) The service provider must be able to demonstrate the ability to provide backup equipment in case of damage or breakdown of the equipment. The average amount of 26mts per load of shunts to the warehouses amount to approx. 15 to 20 loads per day this will vary and will depend on production plans and market conditions. A total of approximately 3,500 to 4,500 loads/shunts per annum. The daily routines involve a mixture of loads on trailers depending on the needs of the business. Cooperation and flexibility are required on the part of the service providers and its personnel to match the production requirements with the demands of shipping and warehousing. From time-to-time work is required for a minimum of 4 hours on Sundays or Bank Holidays a rate for working during these periods should also be submitted with the tender. The mill closes for a minimum of 2 days over Christmas this varies from year to year. The closure period will be notified to the service provider at the end of the preceding October.
