ProCircular aims to enhance the adoption of resource-efficient and climate-friendly circular economy practices among companies in the manufacturing and commerce sectors across selected value chains. In parallel, ProEficiencia focuses on promoting the integrated use of carbon-neutral technologies in the same sectors, in support of Peru"s Nationally Determined Contributions (NDCs). Both projects target groups: - Companies with a significant environmental footprint and potential for circular and low-emission innovation; - Technical and managerial staff from public institutions (e.g., PRODUCE, MVCS, MINAM, regional governments); - Business support entities such as Centres for Productive Innovation and Technology Transfer (CITEs), Chambers of Commerce, and specialised technical service providers; - Women-led enterprises and stakeholders, particularly in underrepresented value chains and regions. The contractor will support the implementation of the following working packages: For ProCircular, the working package and main activities are: Work Package 1: Scaling up good practices in circular economy business models with a value chain and gender approach. This package aims to strengthen the enabling conditions so that successful circular economy practices can be adopted, replicated and scaled up at territorial and business levels. There is a particular focus on encouraging the participation of women and regional stakeholders. 1.1 Awareness campaign on circular business models and gender equality. 1.2 Partnerships for knowledge transfer on circular economy and gender equality. 1.3 Strengthening CITEs, chambers of commerce, and regional actors in circular economy implementation 1.4 Organising exchange visits and study tours on circular economy For ProEficiencia, the working packages and main activities are: Work Package 2: Strengthening inter-institutional and intergovernmental coordination mechanisms. The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in a politically fragile context marked by internal displacement and the structural marginalization of women. This call for tenders aims to select a specialised service provider to implement key service packages for the project. Potential bidders are organisations experienced in private sector development, value chain promotion, gender-transformative approaches, financial inclusion and multi-actor coordination in fragile contexts, with strong operational capacity in Burkina Faso. The overall Objective is the strengthen gender-equitable and climate-resilient economic development in Nepal. Work package 1: Design and Launch of the Challenge Fund The objective of Work Package 1 is to identify high-potential SMEs to scale agricultural products and services (based on the themes outlined below) through a competitive process. Under this work package, the contractor will design and launch a competitive SME Challenge Fund to select promising SMEs across Nepal. This work package includes the establishment of a clear eligibility and evaluation criteria, the setting up a robust application management system, and the promotion of the Call in both English and Nepali languages to reach SMEs in different provinces and relevant sectors. This will result in a well-documented selection process and shortlist of enterprises to join the bootcamps (WP2). Work package 2: Bootcamps and assessment of the shortlisted SMEs The objective of Work Package 2 is to strengthen the communication and pitching skills of the 100 shortlisted SMEs through provincial bootcamps. The bootcamps also serve as first point of contact with the shortlisted SMEs to understand what their needs, interests and capacity gaps are. SMEs can develop their business and pitching skills to articulate their business value, explain the market opportunity and their business model better, and outline their contribution to climate resilience and women economic empowerment. Each SME will have a chance to pitch to an expert panel at the end of the bootcamp. The panel will select the top 40 SMEs by the end of the bootcamp. Work package 3: Pitching Competition and contracting of SMEs The objective of Work Package 3 is to organise a pitching event for the 40 selected SMEs. The SMEs will have a chance to present their business plans to scale access to products and services to an expert jury. The jury will evaluate the pitches on a competitive basis and select the strongest proposals. Subject to a due diligence process, the top 25 SMEs will be eligible to access milestone-based disbursements through subcontracts of work to support the development and scaling of their businesses, along with customized business development and investment readiness support. The contractor is expected to organise a national-level pitching competition, whereby an expert jury selects 25 SMEs that will have the chance to access milestone-based disbursements through contracts of work and technical assistance. Work package 4: Business Development Services for the selected SMEs The objective of Work Package 4 is to provide tailored business development services, networking opportunities and guidance to the 25 selected SMEs over an 18-month period. The aim is to support the SMEs in reaching their scaling goals and growth as outlined in the contracts of work, and to ensure the smooth implementation of their plans. Moreover, the contractor is expected to design and organise networking and learning events for the SMEs to exchange experiences and lessons learned among themselves, and to engage with external experts, particularly on topics related to climate resilience and women"s and youth economic empowerment. Business Development Services refers to a range of services that aim to improve the performance, competitiveness, and growth potential of businesses, especially small and medium-sized enterprises (SMEs). BDS can include 1) business advisory, including strategic planning, business model reviews, legal and regulatory compliance, financial management advice, HR policy development, use of ICT and communication tools, peer networks; 2) access to finance, such as investment readiness support, pitching, and linkages with financial institutions; 3) market access, including market research and information, branding and marketing, participation in trade fairs, 4) supply chain management, like finding suppliers and assuring quality, 5) training, coaching and mentoring, for instance, on leadership or public speaking skills. Ultimately, the aim is to support SMEs to grow and expand their customer base, increasing access to agricultural products and services that enable customers to adapt to climate change and increase income and job opportunities, particularly for women and youth. Work package 5: Monitoring, evaluation, communication and knowledge management The objective of Work Package 5 is to establish and implement a robust Monitoring, Evaluation, Communication, and Knowledge Management system to track results and impacts from the assignment. The Monitoring and Evaluation system shall be two-fold. First, the contractor shall ensure timely monitoring, verification, and reporting on the achievement of milestones agreed under the milestone-based contracts of work. Second, the contractor shall design and implement a system to track and report on outcome and impact indicators, including climate adaptation, income increases, job creation, scalability of solutions and improvements in revenue and business competitiveness. The OECD projects that plastics and packaging consumption will nearly double by 2050, underscoring the urgent need to transition from a linear "take-make-dispose" economy to a circular one. Our predominant linear model depletes finite resources, generates escalating waste volumes, and strains ecosystems, with only 9% of plastic waste globally being recycled as per UNEP reports. A circular economy (CE), on the other hand, emphasises on resource efficiency through reuse, recycling, and recovery, offers a sustainable alternative to mitigate environmental degradation and optimise material lifecycles. In Indonesia, where local governments struggle with providing waste management services and infrastructure that needs to keep pace with rapid urbanisation and consumption growth, adopting circular principles is critical to addressing mounting environmental and economic challenges. Extended Producer Responsibility (EPR) is pivotal in operationalising a circular economy by enforcing the Polluter Pays Principle (PPP), compelling producers to internalise the costs of managing their products" end-of-life waste. By implementing a dual system for packaging and other waste streams, EPR shifts the financial burden from overburdened municipal budgets to producers, incentivising eco-design and efficient waste management. In Indonesia, where inadequate financing hampers effective waste collection and processing, resulting in over 60% of plastic waste being mismanaged (World Bank, 2021), EPR offers a mechanism to secure sustainable funding and enhance operational capacity, ensuring that waste is managed responsibly and diverted from landfills, rivers, and oceans. Our approach InCircular supports the implementation of Indonesia"s Circular Economy Roadmap and National Action Plan 2025-2045 (Bappenas, 2024) which emphasises circularity for key sectors to address climate change, biodiversity loss, pollution, and enhancing resource efficiency. By fostering multi stakeholder collaboration among government, private sector, and civil society to develop EPR frameworks, the project supports the Indonesian government"s objective of creating inclusive, evidence-based policies that strengthen economic resilience and sustainable resource management. InCircular aims to unite a diverse coalition of stakholders to jointly develop strategies, policies, and an operating system that fit to the Indonesian context. By fostering stakeholder dialogue and leveraging German and global best practices, the project seeks to deliver actionable policy recommendations to the Indonesian government, paving the way for systemic change in waste management financing and operations while promoting a circular economy that benefits both the environment and society. InCircular works towards 5 outputs: 1. Support the coordination of the implementation of the Circular Economy Roadmap and Action Plan; 2. Enhance regulatory frameworks for EPR and selected material streams (packaging, residual waste, e-waste); 3. Strengthen collaboration with industry partners for the transition to a Circular Economy; 4. Improve waste management in selected provinces and municipalities; 5. Advance Green/Sustainable Public Procurement (G/SPP) for selected goods. The benefits InCircular will address crucial challenges in policymaking to make polluters pay. Thereby, it creates a new income stream to further transform waste management financing on local and national level which would enhance economic growth and activities in a systemically underfunded sector. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornNepal has made significant progress in improving the overall health status of the population, with huge improvements in life expectancy and reductions in maternal and child mortality rates. However, access to quality healthcare remains unequal, as many citizens face barriers due to geography, socio-economic status, and economic constraints. Nepal National Health Accounts (NHA) report indicates that out-of-pocket (OOP) healthcare expenses accounted for 54.2% of total health spending in 2019/20, exceeding the South Asian average of 48.2% (WHO 2023). Government contributions to health expenditure are only 30%, which is lower than the regional average of 42% (WHO GHED 2023). A 2018 study found that 10.3% of households faced catastrophic health expenditures monthly (Ghimire et al. 2018). Furthermore, the report found that 10.7% of households spent 10% of their total household expenditure on health and 2.4% even spent 25%, implying that Nepalese households face increased vulnerability to catastrophic health expenditures risking impoverishment (ADB 2024). To achieve Universal Health Coverage (UHC), Nepal seeks to reduce OOP spending through the National Health Insurance (NHI), launched in 2016. This initiative, overseen by the Health Insurance Board (HIB), aims to provide universal access to quality health services, primarily for the informal sector. Currently, the NHI is operational in all 753 local structures across 77 districts. Though the Health Insurance Act 2017 has clearly mentioned the health insurance to be mandatory, in practice this is not yet enforced; highlighted by the fact that out of 8.1 million ever-enrolled, currently only 4.4 are actively insured as of June 2024. The increasing coverage and expansion of the NHI is a priority to the Government of Nepal (GoN) and strengthening the institution has been identified as an important action area within the strategies in both the National Health Financing Strategy (NHFS) 2022-2032 and in the National Health Sector Strategic Plan (NHSSP) 2022-2030. GIZ has been supporting the national health insurance program since 2013, on policy advisory aspects as well as technical aspects. To strengthen HIB, GIZ supported a pool of experts through the Support to Health Sector Strategy (S2HSS) program in 2023. The pool of experts supported in defining roles and responsibilities of the policy, planning and monitoring department (PPMD) and developing job descriptions for those assigned to the departments, as envisioned in the Organisation and Management (O&M) survey. In addition, the support was extended for development of crucial policy documents, strategies, guidelines, and plans. On a technical front, GIZ supported HIB for improving the open-source insurance management information system (openIMIS) to streamline core business processes: from enrollment, member verification, policy activation to claims processing and reimbursement. Meanwhile, in the current context of HIB with constrained institutional capacity despite having developed numerous strategic documents in 2023, prioritizing its execution along with implementation of necessary reforms is now critical. Additionally, increasing population coverage, contextually redefining the benefit package, enhanced claims processing, strategic purchasing, actuarial analysis for decision modelling, using data analytics for enhancing quality of care and coordination with other actors like the Social Security Fund (SSF), Employee"s Provident Fund (EPF) etc. is vital to improve efficiency and avoid redundancy in successful implementation of the health insurance program. In order to address these policy, strategy and operational level challenges, GIZ calls for a team of nine short-term and long-term experts with diverse expertise for building up the health insurance to strengthen the institutional capacities of the HIB and other social protection actors to implement the national health insurance program in Nepal. The team will consist of 2 international experts on organizational management and health insurance, 1 short-term national senior expert on health insurance, 4 national short-term experts (covering the topics insurance law, health economics, quality management and actuary analysis) and 2 national long-term experts (health economist and Monitoring & Evaluation specialist). The contract shall be managed and overseen by an international team leader and supported by a national team leader. The period of assignment of the contract will be 01 April 2025 to 31 March 2026. The tasks to be performed by the contractor have been briefly listed in the following four work packages: Work package 1: Support HIB in setting the normative and strategic structure and functions for refining the health insurance program, especially related to financial sustainability aspects. Work package 2: Harmonization of procedures and service packages of national health insurance program and other programs offering benefits in the event of illness. Work package 3: Organizational and institutional capacity development measures to improve core processes of the health insurance program. Work package 4: Provide advice to HIB on various technical matters, focusing on use of data, data analysis, evidence-based planning, and quality management. By the end of the contractual period, the experts need to develop five strategy papers relating to the financial sustainability of the national health insurance scheme, and adequately capacitate the health insurance board for major policy reforms as well as for efficiently enhanced operational functions of the program. These include cultural and social norms that prioritise domestic roles over professional careers, limited access to education and training in remote and rural areas, and economic segregation in low-paying sectors. In this context, employment growth in the tourism sector offers a unique opportunity for women's economic empowerment (WEE) in coastal regions. By combining community sensitisation and targeted mobilisation campaigns with direct access to labour market-oriented training and labour market services, this potential can be realised. Sustainability and green practices are becoming increasingly important to tourism operations in Kenya and Tanzania, as environmental concerns directly affect the viability and attractiveness of the countries as tourist destinations. However, current and future employees in the tourism sector often lack the necessary skills to effectively implement these green practices. To address this, it is essential that training programmes for tourism related occupations include a focus on green skills. Such training can cover areas such as waste management, energy efficiency, water conservation and the use of sustainable materials. The Women employment for sustainable tourism (WEST+) project in Kenya, Tanzania and Zanzibar focuses on improving the employment and economic situation of women and youth, particularly in enterprises driving the green transformation of the tourism sector, and building a more inclusive, skilled female workforce for the tourism sector. The public-private partnership project aims to improve employment opportunities for youth and women in the coastal regions of Kenya and Tanzania/Zanzibar, with a particular focus on providing green skills for the usage in the workplace in and around the tourism sector. This initiative addresses critical issues: limited employment opportunities for women and youth, the lack of green skills in training curricula, and a gap between the skills provided by training institutions and those required by the tourism industry. The project consists of three components: (1) multi-stakeholder dialogue; (2) training and employment; and (3) regional and international exchange. Component 1 multi-stakeholder dialogue: Facilitating regular dialogues and exchanges between the tourism industry and training providers (linking public and private stakeholders). The main emphasis of this service contract is on component 2 Training and Employment, which includes conducting a market survey, adapting and developing curricula, preparing TVET centres (equipped by the partner), sensitising local communities about training and employment opportunities for women in the tourism sector (registration and facilitation and application process), advising hotel partner companies on gender-sensitive/gender-transformative HR practices, providing capacity building for teachers and trainers, conducting short courses, reviewing training and curricula, organising work placements (internships) and organising job fairs. The final component 3 Regional and international exchanges: organising study and training visits for TVET staff (and/or students) from TZ to KE and possibly vice versa to facilitate regional exchanges; development of a knowledge product that assesses the impact of the partnership, captures beneficiary stories and presents a scalable, replicable solution for potential replication; development of a communication strategy and presentation of lessons learned in international tourism fora. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle. The estimated values of the procurement and the lots are preliminary estimates.
