The contractor shall provide flexible, demand-driven technical assistance services to support the implementation of the programme "Improved Service Delivery for Citizens in Cambodia II (ISD II)" during the project´s implementation period. Services will be delivered through the mobilisation and management of predominantly short-term national and international experts as well as one senior international long-term advisor. Assignments will be agreed with GIZ under a defined mobilisation procedure and aligned with the programme"s annual operational planning. The scope of services is structured along the following indicative work packages aligned to the output structure of ISD II: WP1.1 - OWSO Service Innovations Provision of technical advisory services to assess, modernise and introduce innovations in One Window Service Office (OWSO) service delivery processes. This includes process diagnostics, development and piloting of digital and administrative innovations (e.g. workflow optimisation, digital tools, mobile services), change management support, and documentation of lessons learned for scaling. WP1.2 - Service Improvement Planning and Demonstration Projects Advisory support to selected Districts and Municipalities (DMs) for the development, endorsement and implementation of participatory, evidence-based and climate-sensitive service improvement plans in selected sectors (e.g. waste management, irrigation, social services). This includes design and implementation support for demonstration measures and documentation of results for replication. WP2.1 - Organisational and HR Strengthening Technical and process advisory services to strengthen organisational structures, internal processes, leadership and human resource management of selected DMs. This includes organisational diagnostics, implementation of improvement measures, gender-responsive HR approaches, and support to women"s leadership. WP2.2 - Planning and Budgeting Strengthening Advisory support to improve planning and budgeting systems of DMs, including participatory and climate-sensitive investment planning, alignment between medium-term and annual budgets, and development and application of practical planning and budgeting tools. WP3.1 - National Participation and Social Accountability Frameworks Provision of technical and strategic advisory services to national partner institutions (e.g. NCDD-S, Ministry of Interior) to strengthen legal, regulatory and institutional frameworks for participation and accountability at DM level. This includes analysis of existing mechanisms, development of reform proposals, and facilitation of consultations. WP3.2 - DM-Level Participation and Accountability Operational advisory support to DMs and relevant stakeholders to strengthen the application of participation and accountability mechanisms in service delivery and planning processes. This may include methodological support to civil society organisations and piloting of integrated accountability workflows, including digital formats where appropriate. WP4.1 - Peer-Learning Networks Technical and process advisory services to establish and institutionalise intra- and inter-provincial peer-learning networks among DMs. This includes design and facilitation of exchange formats, documentation of good practices, and development of scaling products. WP4.2 - Institutionalised Training and E-Learning Support to training institutions (e.g. National School of Local Administration - NASLA) to develop, pilot and institutionalise structured, needs-based training and e-learning formats aligned with lessons generated under ISD II. WP5.1 - Strategic and Legal Reform Advice (NP-2) Provision of technical advice to national partner institutions (e.g. NCDD-S, Ministry of Interior, Ministry of Economy and Finance) on selected implementation issues related to decentralization reform, including fiscal decentralization, non-tax revenues, and regulatory or policy adjustments. WP5.2 - Multi-Level Dialogue and Policy Uptake Technical and procedural support to structure and facilitate multi-level dialogue processes between subnational and national stakeholders. This includes systematisation of evidence from implementation, development of policy briefs and proposals, and documentation of follow-up actions. WP0 - Project Implementation Support (Cross-Cutting) Provision of cross-cutting support services to ensure effective implementation of ISD II. This includes i) Support to the operationalisation of monitoring and evaluation systems; ii) Facilitation and moderation of workshops and coordination meetings; iii) Organisational development and team support measures; iv) Quality assurance and support to results-based reporting; v) Flexible and timely mobilisation and management of short-term experts. The list of work packages is indicative and may be adjusted in line with programme needs. The contractor shall ensure: - High-quality expert selection and management; - High degree of flexibility and adaptability - Integration of cross-cutting principles (gender equality, Leave No One Behind, climate sensitivity, digitalisation, conflict sensitivity); - Effective coordination with GIZ and partner institutions; - Results-based monitoring and reporting in line with contractual requirements.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornThe Contractor shall provide comprehensive end-to-end services for the design, management, and implementation of Grant Scheme I (Growth and Scale Facility) of the Enterprise Zambia Challenge Fund 2.0 (EZCF 2.0). The services cover the full lifecycle of competitive Calls for Applications and associated capacity development, from pipeline development and call management through pre-award technical assistance, facilitation of selection decisions, and post-award strategic advisory support. The Contractor will work in close coordination with, and under the oversight of, the GIZ project team. While GIZ retains responsibility for grant contracting, financial administration, donor relations, and overall governance, the Contractor will be responsible for the technical and operational execution of the services described below. Pipeline Development and Outreach The Contractor shall design and implement a structured pipeline development strategy to identify, mobilise, and engage eligible agribusinesses aligned with EZCF 2.0 objectives, with a focus on legumes and horticulture value chains and priority economic corridors. This includes stakeholder mapping, outreach campaigns, information sessions, and marketing activities that promote inclusive participation, particularly of women-led, youth-led, and locally rooted enterprises. Call for Applications Management The Contractor shall prepare, launch, and manage up to four competitive Calls for Applications using transparent, standardised, and well-documented procedures. This includes the development of all call documentation and tools (e.g. SOPs, application guidelines, eligibility and evaluation criteria, templates, and review materials) and the establishment and operation of a secure digital system for application submission, screening, evaluation, and documentation. The Contractor shall conduct comprehensive due diligence, including Commercial and Legal Eligibility Checks (KEP), and prepare shortlists of qualified applicants for review by GIZ and the Independent Investment Committee (IIC). Pre-Award Technical Assistance and Capacity Development For shortlisted applicants, the Contractor shall provide structured pre-award technical assistance to support the preparation of complete, high-quality, and decision-ready proposals. This includes proposal writing support, budget formulation aligned with GIZ grant templates, business viability and market feasibility advisory services, strengthening of inclusive business models (including SHF integration), facilitation of access to co-financing, and preparation for pitch events before the IIC. Facilitation of Selection and Grant Award Process The Contractor shall organise and facilitate pitch events and support the final selection process by compiling complete proposal packages, supporting IIC deliberations, documenting decisions, and communicating outcomes to applicants. The Contractor shall liaise with applicants and GIZ during the transition to grant contracting, ensuring that all required documentation is complete and consistent. Post-Award Strategic Advisory and Market Support Following grant award, the Contractor shall provide post-award strategic advisory services to grantees throughout implementation. This includes periodic portfolio reviews, biannual strategic check-ins with grantees, targeted business and market advisory support, facilitation of linkages to financial institutions and market actors, and contribution to relevant sector platforms and multi-stakeholder dialogues. The Contractor"s role focuses on strategic, market-oriented, and adaptive support, complementing GIZ"s compliance and monitoring-focused functions. Expert Pool Management and Quality Assurance The Contractor shall recruit, manage, and coordinate a pool of qualified short-term technical experts and administer the Independent Investment Committee, ensuring impartiality, transparency, and adherence to conflict-of-interest requirements. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The contractor shall offer comprehensive expert support, technical capacity building, facilitating dialogue and communication with relevant stakeholders in view of EU/international standards and regulation required related to the Ukraine"s EU integration process, and the gradual implementation of respective laws and directives. The support to be provided is primarely on technical level. Aug.Since 1970, the Dutch entrepreneurial development bank FMO has supported job creation and income generation activities in order to improve people’s lives in the parts of the world where it can make the biggest difference. FMO’s role extends beyond financing, helping businesses to operate and grow in an environmentally and socially responsible manner. FMO contributes to the technical/institutional strengthening of its existing and prospective clients through the provision of Technical Assistance (TA). Since 2018, FMO is implementing a dedicated programme called NASIRA, to increase the financial inclusion of underserved groups, including women, youth and migrants. The Program achieves this through the provision of i) a risk sharing facility providing portfolio guarantees and ii) technical assistance. The Nasira+ Programme builds on the original Nasira initiative by expanding its geographic reach and sector coverage, while continuing to improve access to finance for underserved MSMEs. The objective of the Nasira+ Technical Assistance Facility (TAF), funded by the European Commission, is to enhance both financial institution (FI) capacity and development impact. This assignment concerns the establishment of a framework service contract for the Nasira+ TAF, under which selected Contractors will deliver tailored TA projects. Individual TA projects will be awarded through targeted requests among the up to 3 selected Contractors, each with its own defined scope, deliverables, and budget, aligned with the needs of partner FIs and linked to the pipeline/portfolio under the Nasira+ Risk Sharing Facility (RSF) managed by FMO. TA projects are identified and developed by the Nasira+ TAF team, working closely with the Nasira+ RSF team and the client FIs to assess needs, design interventions, and oversee implementation. The scope of the assignment focuses on two main components: 1. Client support and organisational strengthening.
