The contractor will provide analytical, advisory and capacity development services structured around five interlinked work packages. Work Package 1 - Analysis of Current Practice and Legal Frameworks The contractor will analyse cross-border material flows and CE-relevant product streams in ASEAN, identifying key sectors (including electrical and electronic equipment, textiles and plastics) and assessing strengths, weaknesses, barriers and opportunities. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. 2Short-Term Expert Pools to support negotiations and implementation of the African Continental Free Trade Area (AfCFTA)

Sept.The project seeks the services of a consulting firm to provide technical experts under different short-term expert (STE) pools, which can be deployed flexibly according to the specific demands of the project. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Across the work packages named below, the contractor is responsible for the following tasks: - Supporting the GIZ in defining the required expertise to reach the project objectives under the described outputs - Identifying and proposing suitable experts from the STE pool - Selecting experts together with the GIZ team - Managing the deployment of experts Expected services that may be included in the work packages are: - Technical, operational, and strategic policy advisory services in the thematic areas listed above - Support in developing, drafting and reviewing reports, studies, analyses, position papers, guidelines, action plans, strategies, implementation plans, legislation, regulations in the thematic areas listed above. - Research and analysis, including diagnostic missions to assess implementation efforts of the AfCFTA protocols, identify obstacles and propose measures to advance implementation. - Facilitation of private sector participation in policy-making processes, facilitation of dialogue and coordination between public and private sector actors relevant to AfCFTA negotiations and implementation - Facilitation of national, regional, and continental workshops and conferences, including interpretation and translation services and providing expert inputs - Provision of support services to the project, including on optimising M&E systems, the design of communication materials, workshop moderation, translation and interpretation services. Deliverables will mainly be in English or French, but may also be in the other official AU languages (Arabic, Portuguese, Spanish, Swahili) depending on the context of the activity The required services are focused, but not limited, on five work packages which are oriented to different stakeholders: Work package 1: Strengthen the AfCFTA Secretariat"s capacity to guide and monitor AfCFTA implementation. Work package 2: Strengthen AUC ETTIM"s capacity to support and monitor the enabling environment for production of goods and services for African markets. Work package 3: Support the coordination of the AfCFTA implementation approach among selected RECs (EAC, ECOWAS, and SADC). Work package 4: Support the domestication and ratification of the AfCFTA Protocols and their Annexes in selected AU MS. Work package 5: Enable private sector actors to trade under AfCFTA rules on the country and regional level. Additionally, the contractor is required to support the provision of support services to the project as well as to partner institutions at the continental, regional and national level under all the work packages above. Sept.Under the GIZ initiative GET.transform, the contractor will support partner countries and regions in advancing the global energy transition through technical assistance and advisory services. The focus areas are On-Grid Regulation and Market Development and Off- Grid Regulation and Market Development. The contractor will provide expert services, ensure flexibility to adapt to evolving needs, and contribute to achieving the overall programme objectives. GIZ will manage implementation jointly with local partners (worldwide), with English as the main working language, although other languages may be required depending on the project context. Regular coordination formats-such as weekly meetings and interim reports-will be established at the start of the assignment. Specific activities and expert assignments will be defined progressively based on partner requests. Objectives and Expected Results The contractor will strengthen the technical and institutional capacities of partner countries on On- and Off-Grid Regulation and Market Development. These areas represent the essentials to create the regulatory base and needed market mechanisms to transform towards a well-established and framework-based energy transition. 1. On-Grid Regulation and Market Development Objective and Scope The goal is to enable renewable energy participation and investment by developing and re-designing power markets and the reconsideration of traditional business models and power sector regulatory frameworks. Approach Partner countries face diverse challenges on regulatory frameworks and power markets- Support activities may include: - Renewable Energy Procurement and Transaction Advisory: Support governments and public institutions in designing and implementing renewable energy procurement programmes by strengthening policy, regulatory, financial, and governance frameworks. Services include auction and tender design, IPP procurement and transaction advisory, PPA negotiations, risk mitigation strategies, and stakeholder capacity building - Renewable Energy Distributed Generation: Provide advisory services for the development and implementation of market-driven distributed generation frameworks, including the assessment and design of regulatory models. Support policy development, regulatory reforms, programme implementation, and capacity building to accelerate DG deployment. - Power Market Reform: Advise on the design and implementation of power market reforms that improve market efficiency, transparency, and investment attractiveness. Services include tariff and market mechanism design, regional market integration, cross-border trade facilitation, and the development of regulatory frameworks that enable renewable energy integration and private sector participation. 2. Off-Grid Regulation and Market Development Objective and Scope The aim is the development of pathways and plans to extend interconnected distribution grids and isolated mini-grids by addressing implementation issues from a policy and infrastructure perspective. Approach Partner countries face diverse challenges on regulatory frameworks that enable opportunities for electricity access, mini-grid and productive-use projects. Support activities may include: - Electrification Planning and Siting: Support governments in developing integrated electrification plans that identify least-cost electrification pathways through grid extension, mini-grids, and standalone systems. Services include geospatial planning, mini-grid site identification, productive use of energy (PUE) integration, and technical assistance to improve project viability and long-term electrification strategies. - Mini-Grid Frameworks: Develop and implement regulatory, tariff, procurement, and financing frameworks that create an enabling environment for private sector investment in mini-grids. Services include competitive procurement and incentive mechanism design, coordination with financing partners, capacity building, and technical assistance to support sustainable mini-grid market development. - Standalone System Frameworks: Support the development of regulatory and technical frameworks for standalone energy systems that promote market growth while ensuring quality, consumer protection, and regulatory oversight. Services include the design of market rules, technical standards, operational guidelines, and implementation support to enable sustainable standalone energy markets. All interventions will be tailored to each country"s stage in (on- & off-grid) regulation and market development and its broader development objectives. Collaboration and Adaptability The contractor must maintain a flexible and responsive working approach, adapting activities and work plans to changing needs and partner requests. A collaborative management system with GIZ will ensure regular communication, alignment of priorities, and continuous quality assurance. Deliverables Deliverables may include analytical studies, policy and technical recommendations, capacity-building sessions, and communication materials. All outputs will be reviewed and approved by GIZ and its partners before completion. In summary, the contractor will act as a technical partner to GIZ, providing adaptable and high-quality support in on- and off-grid regulation and market development. Through collaborative and capacity-oriented implementation, the work will help partner countries design integrated, sustainable, and low-carbon market reforms and on- and off-grid regulatory frameworks while fostering transparency, knowledge sharing, and long-term national ownership.
