Der Auftragnehmer erbringt Überführungs- und Bestattungsdienstleistungen für Personen, die auf dem Gebiet der Stadt Hamm verstorben sind. Die Stadt Hamm handelt als örtliche Ordnungsbehörde gemäß § 8 Abs. 1 des Bestattungsgesetzes NRW und ist verpflichtet, im Rahmen der Gefahrenabwehr Bestattungen für Personen zu veranlassen, die auf dem Gebiet der Stadt Hamm verstorben sind - sofern die gesetzlich bestattungspflichtigen Angehörigen nicht vorhanden sind, nicht erreichbar sind oder ihrer Verpflichtung nicht rechtzeitig nachkommen. Zur Erfüllung dieser gesetzlichen Aufgabe beauftragt die Stadt Hamm einen Auftragnehmer, der die erforderlichen Überführungs- und Bestattungsleistungen angemessen, würdevoll und gleichzeitig wirtschaftlich erbringt.
