Das MKJFGFI verfolgt mit dieser Ausschreibung das Ziel, ein wissenschaftlich fundiertes Gesamtgutachten zu erhalten, das eine konzeptionelle Grundlegung für ein grundsätzlich neues kindbezogenes, faktorbasiertes Finanzierungssystem erarbeitet. Das Gutachten soll insbesondere die in der Anlage 1 skizzierte Idee als Grundlage für die Weiterentwicklung des Systems auf tragfähige empirische, rechtliche und finanzökonomische Grundlagen stellen und diese Idee interdisziplinär kritisch beleuchten. Einzelheiten zum Auftragsumfang sowie der geforderten Leistungen ergeben sich aus der Leistungsbeschreibung mit der Anlage 1. Der Auftrag ist in Gänze bis spätestens zum 30.11.2027 fertig zu stellen. Die Einhaltung der Leistungsfristen ist für den Auftraggeber mit Blick auf die gesetzliche Regelung des § 55 Absatz 7 KiBiz (neue Fassung, gültig ab 01.08.2027) von herausgehobener Bedeutung.

Dazu sind - aufbauend auf den Ergebnissen von Arbeitspaket 3a1, welches die Zeiten und Orte mit erhöhter Kormoranprädation im Bodenseegebiet ermittelt - mögliche Vergrämungsmaßnahmen für Kormorane an Fließgewässern zu recherchieren und im Hinblick auf ihre Eignung in Bezug auf die jeweiligen örtlichen Verhältnisse zu bewerten und zu konzeptionieren. Dabei sollen bestimmte Fischpopulationen der Fokus-Fischarten (z.B. Äschenpopulationen von europäischer bzw. gesamtschweizerischer Bedeutung) prioritär behandelt werden. Zusätzlich sollen in bestimmten Teilen des Sees und des Einzugsgebiets (z.B.
