The contract is expected to run from signing (in 2026) to November 2028, covering three full leadership cycles. The contractor is responsible for achieving the following contract objectives and indicators: - Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. Key Indicators of success will be monitored by the contracting party and include the: - Completion of 3 leadership cycles by September 2028. - Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries. - Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries. - Production of 6 legislative, strategic, or planning documents by participating countries. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028. The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language: - One inception report - Protocols at the end of each module and practical phase (total of 9) - One Final synthesis report by November 2028 including Stories of Change and Case Studies per country Additionally, the contractor is required to produce: - Contributions to the report to GIZ"s commissioning party and - Brief quarterly written up-dates on the implementation status of the project (up to 5 pages) In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process. The contractor has to align to GIZ"s General Terms and Conditions for supplying services on behalf of GIZ. The provisions on data protection and information security of the current version of GIZ"s General Terms and Conditions of Contract (section 1.10 Data protection) will apply. Safeguards and gender measures will also be important provisions with importance placed on aspect of - Gender equality: Integrate gender analysis and sex-disaggregated data into planning, monitoring, and reporting. - Ensuring equal participation and leadership opportunities for women and men in all activities, trainings, and decision-making processes. - Applying gender-sensitive communication and facilitation methods. - Environmental protection and climate action (climate change mitigation/adaptation): - Apply environmentally sustainable practices during all project activities and events. - Promoting resource efficiency (energy, water, materials) and low-carbon travel or logistics options. - Avoiding negative environmental impacts and document positive contributions where possible. - Conflict and context sensitivity that require conducting regular context assessments to identify potential sources of tension or conflict. - Ensuring that interventions "do no harm" and are inclusive of diverse stakeholder groups. - Maintaining transparent communication and feedback mechanisms with partners and participants. - Adapting implementation strategies to evolving local contexts and sensitivities. - Attention to human rights aspects by respecting and promoting internationally recognized human rights principles in all activities. Safeguarding the dignity, safety, and confidentiality of participants and partners. Ensure non-discrimination based on gender, age, disability, ethnicity, religion, or other status.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornBACKUP Health is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM), in selected partner countries. BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. In the upcoming phase (2026-2028), the programme provides technical and policy support in three core areas: - Health financing and governance: Strengthening institutional capacities for the integration of global, particularly HTM-related, financing into national health systems and governance structures. - Integration of services: Supporting partner countries in developing and implementing approaches for integrated, people-centred and equitable health services, with strong community engagement. - Local production: Enhancing organisational and institutional capacities for the local manufacturing of HTM-relevant health products in Africa to improve sustainability, supply security and regional self-reliance. The project is implemented with a focus on partner countries in Africa and Central Asia. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. Assignment process Requests for technical assistance can be expected on a rolling basis throughout the project duration (2026-2028).
