State level
State IT service providers (Dataport, ITDZ Berlin, IT.NRW, BayernIT etc.) regularly tender IT contracts. Procedures are slightly more accessible than federal level but still demanding.

Municipal level
The most exciting market for smaller IT providers. Municipalities have enormous digitalization needs, often smaller budgets and less formalized procedures. Since 2026, raised thresholds for simplified procurement (direct procurement up to €100,000 net) enable faster contracting.
Entry barrier: Low to medium. Regional proximity and references from similar municipalities often matter more than company size.
Success factors for IT service providers
1. Framework contracts as revenue base
Framework contracts offer predictable multi-year revenue. Bid effort is high, but payback is too. Position yourself in major federal and state framework tenders, including as a subcontractor in bidding consortia.
2. Make specialization visible
Public contracting authorities evaluate references very specifically. One federal agency portal reference is worth more than ten references for mid-market websites. Document and submit public sector references carefully.
3. Build procurement law competence
IT providers who understand procurement law write better bids. They know what matters for eligibility documentation, how scoring matrices work and where room for variants exists. It's not rocket science, but it requires study.
4. Leverage consortia and bidding partnerships
Large IT tenders often require capabilities no single company covers. Bidding consortia with complementary partners increase chances, provided collaboration is solid and roles clear.
5. Discover tenders early
In IT, bid deadlines are often short while concept development is time-intensive. Discovering a tender a week after publication leaves little time for a strong bid on complex procedures.
Market trends 2026
AI in government
Generative AI is entering public administration. Early tenders for AI-powered assistant systems, automated document processing and intelligent chatbots are already visible. This trend will accelerate significantly in 2026-2027.
Open source gaining traction
Dependency on single vendors is a political concern. More contracting authorities mandate open-source solutions or at least open interfaces. Companies with open-source expertise have growing advantage.
Accessibility becomes mandatory
The Digital Accessibility Strengthening Act (BFSG) applies from June 2025. Public contracting authorities must meet BITV 2.0 and EN 301 549 in IT procurement. For IT providers, this means: accessibility is not an add-on but a baseline requirement.
Sustainability in IT procurement
Green IT and sustainable procurement are no longer niche topics. Data center energy efficiency, hardware lifecycle costs and cloud service carbon footprints increasingly factor into award decisions.
